(a)By Councillor Gordon Matheson:-

"Glasgow City Council recognises that the proposed referendum on Scottish Independence could have a significant impact on the economic environment which local government operates in. As a responsible local authority with long term plans for the city, it behoves that Council examines how independence would affect its ability to provide services, should Scotland secede from the United Kingdom.
Consequently, Council calls on the Chief Executive to conduct an assessment of what the financial impact on the Council would be in the event of Scotland becoming an independent nation-state." View Papers

"Council recognises the benefit for many elderly Glaswegians of the Affordable Warmth scheme and notes the Labour manifesto commitment to "provide an affordable warmth dividend of £100 to all our old people who are aged over 80 every winter."

Council welcomes this progressive universal policy and further notes the positive and cohesive impact on Glaswegians, of all incomes, during our coldest months." View Papers

"Council reaffirms its vision that cycling will be the biggest participation activity in the city by 2020. The Council will update its annual review of Glasgow's Strategic Plan for Cycling 2010-2020 to include how the Council can meet the Scottish Government's Cycling Action Plan for Scotland target, that by 2020, 10% of all journeys taken in Scotland will be by bike." View Papers

Council recognises Glasgow's global reputation for welcoming people of all races, creeds and colours to the city.

Council notes with concern the recent production of a movie, offensive to Islam, in which the dignity of many Glaswegians was insulted. Council regards the response of Glasgow's Muslim community to the production to be measured in tone and a tribute to the city.

Furthermore, Council condemns the violent reactions to the movie which have resulted in widespread aggression and the death of innocent people across the world.

Council believes that free speech is designed to guarantee a voice to all in society, not to provide a platform for vindictive and mendacious religious hatred. As a tolerant and multicultural authority, Glasgow City Council will continue to be steadfast in both its protection of religious groups from malicious attacks and in its condemnation of reactionary violence.

Council instructs the Chief Executive to write to Ed Vaizey MP, UK Minister for Culture, Communications and Creative Industries to consider what steps could be taken to counter such potentially inflammatory productions. Council also resolves to canvass local faith and community groups across Glasgow to encourage even greater levels of co-operation and understanding." View Papers

"Council recognises the fantastic work carried out by Glasgow's colleges and cherishes the opportunities they extend to the people of Glasgow and beyond.

Council is clear that, given the economic and employment downturns impacting so harshly on Glasgow, the further education sector is one that needs to grow, to afford those struggling to find work the chance to learn a skill set or develop existing qualifications. Consequently, Council requests that the Chief Executive write to the Scottish Government's Education Secretary to reconsider the far-reaching cuts being levelled at further education and commit to sufficient funding for Glasgow's colleges." View Papers

"Council notes proposals by Strathclyde Partnership for Transport to introduce 'smart ticketing' by 2013 and welcomes developments in this area as a positive step towards a modern public transport ticketing system for the greater Glasgow area, following the model of other urban conurbations.

Council recognises the immense contribution to society made by our armed services and, in recognition of these efforts, calls on Strathclyde Partnership for Transport to introduce a Veterans scheme, similar to London's Oyster Card, which will allow for free travel for veterans across the Smart Card area." View Papers

"Council fully supports "World AIDS day" and supports the objectives of the national HIV Action Plan, which are:

1. ensuring effective co-ordination of prevention, treatment and care;

2. reducing levels of undiagnosed HIV and transmission in Scotland; and

3. effective monitoring of HIV resources and improved accountability;

and commits to flying the "red ribbon" flag on the 1st of December, and future World AIDS days and, during the week after World AIDS day, to promote the sale of Red Ribbons at public points controlled by Glasgow City Council. Council therefore instructs the Chief Executive to express the sentiments of this motion to HIV/AIDS awareness organisations across Glasgow, to the Cabinet Secretary for Health and Greater Glasgow Health Board and other relevant health organisations." View Papers
