(a)By Councillor Gordon Matheson:-

"Council is proud that we were the first Scottish local authority to pay a living wage, recognises that this policy is a significant means of addressing in-work poverty and low pay among staff in the public, private and third sectors, and further believes that we should use the awarding of public procurement contracts as a means of promoting payment of the living wage among businesses and organisations that contract with the Council.

Council notes with concern the recent figures from the Department of Work and Pensions which show that children living below the poverty line are now twice as likely to come from working families on low incomes as those whose parents are unemployed and therefore instructs the Chief Executive of the Council to write to the Scottish Government to request that Regulation 39 of the Public Contracts (Scotland) Regulations 2012 be amended to:-

(1) require that all contracting authorities can stipulate that payment of the living wage can be a condition for performance of the contract; and

(2) specify the applicable wage rate or empower secondary legislation to do so.  View Papers
(b)By Councillor David McDonald:-

"Council notes the growing number of - and demand for - food banks in Glasgow and, while noting with concern the political and economic conditions which have led to their growth, Council commends all those individuals and organisations who have come together to provide food and support for those in crisis.

Council resolves to establish a food bank forum, to include local faith groups, third sector bodies, volunteer groups and the local community, to examine what support and practical assistance can be provided by the Council to the growing network of food banks across the city, to support food banks in the short term and to develop a sustainable future for the sector." View Papers

"Council notes that academic research has found that teenagers require a different sleep pattern to either younger children or full grown adults, in order to work optimally. A waking up time of 7am for a teenager is the equivalent of a 5am wake up call for an older adult. The normal school start time of 9am means that many or most teenagers arrive at school much more tired than their teachers, with proven bad results for memory and learning. UK schools which have experimented with a school day starting at 10am for teenagers have found that the youngsters achieved higher grades.

Council therefore resolves that a report is brought to a relevant policy development committee, looking into the practicalities and benefits of such a timetable change, with a view to considering if an experimental project could be undertaken in one or more city secondary schools." View Papers
(d)By Councillor Martha Wardrop:-

Council notes that the 2013 Scottish Fashion Awards will take place outwith Scotland for the first time in its history, at Dover House, in London on Wednesday 9th October 2013. It has been held in Stirling and Glasgow over the last 7 years.

Council acknowledges that this is an international fashion event that is a showcase for Scotland’s top talent, and congratulates the entrants and winners in the 14 categories, including Scottish Designer of the Year, Scottish Young Designer of the Year and Scottish Model of the Year.

Council regrets that there was a failure to reach agreement on the hosting of these Scottish awards in Scotland. Council requests that a civic reception be held to acknowledge the success of these talented Scots and, further, acknowledges our continuing support for the fashion industry by making every effort to enable the Awards ceremony to take place in Glasgow next year. View Papers

"Council commits to build on the positive relationships we have with NHS Greater Glasgow and Clyde and other partners which help to effectively deliver vital health and social care services; is concerned that the Scottish Government's draft legislation on health and social care integration is too focussed on centrally-dictated structures, symptomatic of a centralising tendency at the expense of local government; is consequently resolved to pursue amendments to the draft legislation in support of flexible and locally determined, outcome-based and democratically accountable partnerships." View Papers

"This Council celebrates the opening of the Glasgow Gurdwara in Albert Drive, Pollokshields on the 28th April 2013; admires the effort and generosity of the Sikh community in delivering the building project through self-funding; hopes that the Gurdwara serves as a fruitful hub for the Glasgow Sikh community's pursuit of community and spiritual fulfilment for many years to come; is grateful for the welcoming spirit extended to the people of all faiths and none who visit the Gurdwara; and recognises this as another positive development in Scottish Sikh history and as a significant contribution in the continuing development of strong relationships of co-operation and mutual respect between faith groups in Glasgow." View Papers

"Council welcomes the passage into law of the Social Care (Self Directed Support) (Scotland) Act 2013 and fully supports its aim of empowering people to decide how much ongoing control and responsibility they want over their own support arrangements. Council notes that Glasgow City Council has been piloting one form of self directed support for social care service-users, known as personalisation, since before this new legislation was drafted.

Council is concerned, however, that as it is currently designed and implemented in Glasgow, personalisation does not fully meet the requirements of the Social Care (Self Directed Support) (Scotland) Act, and that the experiences of some service-users indicate serious flaws in the process. Council therefore instructs the Chief Executive to order an independent, external review of the design, implementation and effectiveness of personalisation in Glasgow, in light of the principles, intentions and requirements of the Act." View Papers

"Council notes the ongoing work by the City's Lesbian, Gay, Bisexual and Transgender (LGB&T) community to deliver a Glasgow Pride "OOT on the Green" event on 10th August 2013.

Council believes that a Glasgow Pride event helps to celebrate the identity of the LGB&T community of Glasgow, celebrates the City's diversity, is an opportunity to raise awareness of LGB&T issues in the City, to raise money for charitable causes and supports the City's visitor numbers and night-time economies.

Council therefore offers its support to Glasgow Pride's "OOT on the Green" event by ensuring that the Glasgow Pride "OOT on the Green" event is recognised across the Council corporate family as a positive City and community event. Furthermore, Council resolves to fly the Rainbow flag from the City Chambers as a physical symbol of our support to the Lesbian, Gay, Bisexual and Transgender community on the 10th August 2013." View Papers

"Council regrets the growing divergence between the wealthiest and poorest Glaswegians. Council also notes that, according to the Sunday Times Rich List, the combined wealth of Scotland's richest people is £21 billion and believes that the accumulation of wealth in so few hands inevitably results in less money for the poorest. Regardless of the present structure or Scotland's possible future constitutional status, Council instructs the Chief Executive to write to the Prime Minister, informing him of its belief that taxation and the other powers available to his government should be used to redress such a gaping, financial imbalance."
