"Council welcomes the prestigious award of Local Government Chronicle's "UK Council of the Year" to Glasgow; recognises it as a fitting tribute to the commitment and professionalism of staff working throughout the Council Family together with elected members; believes it is important to mark the major successes and achievements of the city and council; and remains firmly focused on building on recent achievements while squarely addressing current and future challenges in order to deliver high quality public services, sustainably grow the economy and tackle poverty and other inequalities."  View Papers
(b)By Councillor Kenny McLean:-

"Council is deeply concerned by the commercialisation of public space in Glasgow. For too long, civic public spaces - especially in city centre locations, but also across the city - have increasingly been given over to commercially-driven events and development.

Council recognises the deep concern expressed by the public over plans for both George Square and the Buchanan Steps in recent years. Whilst development and events in Glasgow are to be welcomed, this should not be at the expense of civic use of public spaces.

Council therefore calls on the Council to conduct a review of policy in relation to the use, and management, of civic spaces in Glasgow to ensure that their place in the public life of our city is maintained, preserved and enhanced." View Papers

"Notes the decisions by the City of Oslo, Edinburgh City Council, Oxford City Council, Dunedin City Council in New Zealand and the University of Glasgow, to agree to partially or completely divest their pension funds from companies whose main purpose is extracting fossil fuels.

Notes the Council's fiduciary duty must be paramount in all decision making around pension funds.

Notes that recent studies, including the Impex Asset Management, have found that fossil fuel-based funds which exclude fossil fuels, and further notes reports including from business leadership think-tank Ceres which identify unreported risks in fossil fuel funds, which suggest the fiduciary duty may be best served by divestment from fossil fuels.

Notes recent clarification from Cabinet Secretary for Finance John Swinney MSP that local authorities may decide that fulfilment of their Public Bodies Duties under the Climate Change (Scotland) Act 2009 requires them to reduce the carbon emissions associated with their funds and investments.

Calls for a report to be sent to the relevant Committee setting out the feasibility, cost and benefits of introducing partial or complete fossil fuel divestment for the Strathclyde Pension Fund." View Papers
(d)By Councillor Stephen Dornan:-

"Council welcomes the £842m investment in the new Glasgow Southern Hospital and notes the world class facilities available to our NHS at the facility. However, Council notes the concerns expressed by residents, staff and potential visitors to the Southern Hospital complex of the difficulties associated with parking, in and around, the new Hospital campus and recognises that these have been highlighted over a number of years.

Council further notes ongoing consultation and the widespread popular engagement through the G51 campaign. Given the particular requirements of the Southern Hospital, and recognising the wider occasional need for special parking arrangements at other key locations in the city, Council considers that there will require to be special measures introduced to manage parking in and around Glasgow and the Southern Hospital campus.

Consequently, Council recommends that officers continue to work as a matter of urgency with all partners and affected parties - including, if necessary, the Scottish Parliament - to devise a solution to parking issues in the area in and around the Southern Hospital campus." View Papers

"This Council welcomes the recent introduction of Universal Free School Meals for all Primary 1, 2 and 3 pupils in its schools. Council notes the social, health and educational benefits of providing a nutritious meal for our youngest pupils. The provision of universal free school meals complements exisiting Council policy in relation to providing the options and support that children need to be ready to learn.

Council therefore requests that the Chief Executive write on behalf of the Council to the Cabinet Secretary for Finance and Sustainable Development to endorse the work of the Scottish Government in this area of policy." View Papers

"Council notes that, over the last 10 years, the number of households in the private rented sector has doubled to 368,000 and that the number of households in poverty in the private rented sector has also doubled to 120,000; further acknowledges that rents in Glasgow have risen by nearly 11% in 4 years and that the average city rent now stands at £626 a month; welcomes Shelter Scotland's Make Renting Right campaign and supports its calls for reform of the private rented sector, and, in particular, reforms to provide tenants with greater security of tenure, including longer standard tenancies, predictable rents for tenants and support for the principle of the introduction of a cap on rent rises and the limitation of rent reviews to one per annum." View Papers

"Council recognises that cities are the principal engines of growth in the Scottish and UK economy; notes independent forecasts which show that with additional devolved powers the UK's Core Cities alone could generate an extra £222 billion and 1.16 million jobs for the country by 2030; resolves to support the calls for greater devolution to cities, as set out in the Modern Charter for Local Freedom, and encourage Glasgow's citizen's, businesses, city partners and civic Glasgow to sign the Modern Charter for Local Freedom; and re-affirms Council's commitment to the further empowerment of local communities." View Papers

"In the light of the tragedies experienced by Glasgow in recent years and paying tribute to the consistent efforts of its citizens as passers-by to help; Glasgow City Council recognises its responsibilities in educating its youngest citizens as well as providing opportunities to Glaswegians of all ages to learn to help their fellow citizens.

This Council notes existing efforts of Education Services across the city to teach first aid and endorses the aim of the British Heart Foundation of seeking a Nation of Life Savers; and instructs the Education Department to bring forward a costed and timely paper to the relevant Policy Development Committee regarding age appropriate instruction to be implemented city wide on dealing with emergencies for every pupil age group, with the ambition that before the end of 2016, by school leaving age, every Glasgow educated school pupil has had training in basic CPR (cardiopulminary resuscitation).

Further this Council will raise this issue with Glasgow Life to ensure that resources are put in place to signpost Glasgow's adult citizens towards resources and local groups providing education in CPR, first aid and emergency response. In particular, the Council seeks to ensure that before the end of 2016 every Glasgow Life venue - every library, museum and sports facility - prominently displays information guiding Glaswegians to learn how to be a lifesaver." View Papers
