"Council recognises that Glasgow is a learning city; believes in the importance of lifelong learning to enable all Glaswegians to flourish; welcomes investment in ensuring our city has a high quality education infrastructure; notes that over £609 million has been committed to improving the pre-12 and additional support for learning education estate within the city since 2001; further welcomes this Council's most recent commitment to the educational estate through the £250 million 4Rs Programme (Right School, Right Size, Right Time, Right Place), which is renovating and rebuilding schools across the city; recognises the steps taken to sustaining improved attainment at primary and secondary schools; welcomes investment in skills and training opportunities which enable people to return to learning such as the 'First steps to Childcare' programme; and resolves to continue to ensure that Glaswegians of all ages have a chance to learn and achieve their potential." View Papers

"Children who are affected by Autism are entitled to the same life expectations as everyone else in society. This Council recognises its duty to provide a learning environment where each individual can reach their potential. Council recognises that some children and young people with Autistic Spectrum Disorder (ASD) have complex additional support needs which can make their experience of education particularly challenging. Council further notes that the Scottish Government has committed to carrying out a review of the national guidance on the duty to provide mainstream education, in light of policy and legislative developments, and believes that a similar exercise in Glasgow could be of considerable benefit to children with ASD.

Council therefore calls on the Executive Member for Children and Young people, in partnership with parents and health professionals, to review the strategy for supporting children with ASD in Glasgow in order to ensure that they are identified and supported in the most appropriate educational setting for their needs." View Papers

"Council supports the principle of subsidiarity and the European Charter for Local Self Government, notes the powers (known as 'general competence') routinely exercised by local government in other EU countries to act for the benefit of their citizens on any topics not expressly prohibited, believes that respect for local democracy means permitting and expecting locally elected politicians to make strategic decisions locally.

Council notes that Councils in England have had such powers since 2011.

Council instructs the Leader of the Council to write to Scottish Government ministers and to Glasgow's would-be Scottish Parliamentary representatives asking them if elected to use the powers they have to take action and devolve powers to Scottish local authorities by granting general competence to Scottish Councils." View Papers

"Council proudly recognises that Glasgow will be hosting the European Championships in 2018; notes that this multi-sport event will bring together 7 different sports and will be hosted in partnership with the city of Berlin; recognises the importance of this new event in further enhancing the city's reputation following the Commonwealth Games; and looks forward to welcoming all those involved to the city in 2018." View Papers

"Glasgow City Council recognises that the Westminster Government's proposed referendum on the European Union could have a significant impact on the economic environment which local government operates in. As a responsible local authority with long terms plans for the city which includes funding from the EU, it behoves that the council examines how it would affect its ability to provide services should the result of the referendum be for the UK to withdraw from the European Union.

Consequently Council calls on the Chief Executive to conduct an assessment of what the financial impact on the council would be in the event of the UK leaving the European Union." View Papers

"The Council welcomes the OECD's review of Scottish education and its report, published in December 2015, which gave much positive praise to Scotland for what is being delivered for our children in schools. It also commends the Curriculum for Excellence, including its holistic approach, the four capacities, professional engagement, trust in teachers' professional judgement and enthusiasm for learning and teaching. It acknowledges the Scottish Government's determination to achieve both excellence and equity in the education system, supporting work to make the framework of the curriculum for excellence simpler for teachers, parents and carers, reducing bureaucracy.

Based on action that the Government is taking through progressing with curriculum for excellence, the new National Improvement Framework and introduction of evaluation and assessment focused on closing the attainment gap, Scottish education has the potential to become a world leader with an excellent and equitable education system in which every young person across the country is able to achieve their full potential regardless of their family circumstances or their background." View Papers

"Council welcomes plans to regenerate the Barras as part of the Calton Barras Action Plan; notes that the Barras is one of Glasgow's most famous institutions; commends the work already taken place to regenerate the Barras and wider area such as the Shopfront Improvement Scheme; recognises the enormous potential of the area and understands that the Barras Masterplan was commissioned to understand local aspirations, identify public realm improvements, produce design guidance for vacant sites and propose a programme of actions to create a positive trajectory for the market; and looks forward to the next steps to progress the vision as set out in the Masterplan." View Papers

"Council welcomes Glasgow's New Strategic Plan for Cycling 2016-2025 to transform Glasgow into the most cycle friendly City in Scotland; recognises the importance of cycling in promoting social, health and environmental benefits; commends the work already undertaken in the City to encourage cycling and the wider promotion of active and sustainable forms of transport; understands that the aim of the plan is to create a vibrant cycling City where cycling is accessible, safe and attractive to all; notes that this Council will commit capital funding of £2m per annum over the next three years towards the Plan; and looks forward to working with our external partners to create a cycling friendly Glasgow." View Papers
