9Notice of Motions
(a)by Councillor John Mason:

"Council deplores current legislation being promoted through the Westminster Parliament by the Labour Government to introduce compulsory identity cards. Council believes such identity cards would be ineffective against any perceived terrorist threat, extremely expensive in terms of cost both to the state and the individual citizen, and pose a serious threat to the kind of civil liberties traditionally enjoyed in Scotland.

The practical implementation of this scheme would be a bureaucratic and logistical nightmare, as well as expensive and ineffective. They will cost an estimated £600 million in Scotland over 10 years; money that could be spent on more effective security and crime prevention measures, such as 1,000 more community police officers on our streets."
(b)by Bailie Iris Gibson:

"Council notes with concern the continuing dangers in our communities from guns and the growing problems being caused by replica weapons; notes ongoing problems and gaps in existing legislation and calls for powers over firearms to be devolved to the Scottish Parliament in view of the distinctive nature of our society. Council also calls for a new and all encompassing Firearms Act to clarify in detail who may have a firearm, what constitutes a firearm and the circumstances under which they may acquire, keep and use them."
