"Council welcomes the Education Department's 'Standards and Quality Report 2013/14' which shows year on year increases in attainment, attendance, positive destinations for school leavers and decreases in exclusions; congratulates Glasgow City Council's Education Services, school teachers, support staff, pupils, parents, families and our wider school communities for their dedication, commitment and hard work; notes the national recognition given to Glasgow's Schools by winning nearly half of the available Scottish Education Awards; believes that our City's children are its most precious resource and pledges to continue to work tirelessly to improve the already high-quality of education provided for them." View Papers

"Council notes with alarm reports of more than 1,000 people drowning in the Mediterranean Sea whilst attempting to reach the European Union. This ongoing crisis is a matter for all EU Member States.

The ending of the policy of "Mare Nostrum" has failed to stem the flow of people seeking to enter Europe. As a city with a proud history of supporting those in need and enjoying an enviable maritime tradition, Glasgow is well placed to lead calls for more effective measures to address the problems associated with migration across the Mediterranean.

The EU, as a union of Member States, has a duty to work collectively to address this issue. Council therefore supports calls for a reprioritisation of the work of the EU's FRONTEX agency towards search and rescue functions and for full and continued funding of maritime search and rescue operations." View Papers

"In the light of the tragedies experienced by Glasgow in recent years and paying tribute to the consistent efforts of its citizens as passers-by to help; Glasgow City Council recognises its responsibilities in educating its youngest citizens as well as providing opportunities to Glaswegians of all ages to learn to help their fellow citizens.

This Council notes existing efforts of Education Services across the city to teach first aid and endorses the aim of the British Heart Foundation of seeking a Nation of Life Savers; and instructs the Education Department to bring forward a costed and timely paper to the relevant Policy Development Committee regarding age appropriate instruction to be implemented city wide on dealing with emergencies for every pupil age group, with the ambition that before the end of 2016, by school leaving age, every Glasgow educated school pupil has had training in basic CPR (cardiopulminary resuscitation).

Further this Council will raise this issue with Glasgow Life to ensure that resources are put in place to signpost Glasgow's adult citizens towards resources and local groups providing education in CPR, first aid and emergency response. In particular, the Council seeks to ensure that before the end of 2016 every Glasgow Life venue - every library, museum and sports facility - prominently displays information guiding Glaswegians to learn how to be a lifesaver." View Papers

"Council recognises the progress made in conjunction with Community Safety Glasgow and our City partners in tackling prostitution; reaffirms its belief that prostitution is a form of violence against women and that efforts to tackle the issue should centre on prevention, early intervention and exiting for victims and the criminalising of organisers and purchasers; endorses and joins calls from City partners including the Scottish Trade Union Congress, NHS Greater Glasgow, Glasgow Violence Against Women Partnership and others for an amendment to be made to the Human Trafficking and Exploitation (Scotland) Bill to legislate for this; and fully supports representations made to the Scottish Government to this effect by Community Safety Glasgow." View Papers

"Council recognises that cities are the principal engines of growth in the Scottish and UK economy; notes Independent forecasts which show that with additional devolved powers the UK's Core Cities alone could generate an extra £222 billion and 1.16 million jobs for the country by 2030; resolves to support the calls for greater devolution to cities, as set out in the Modern Charter for Local Freedom, and encourage Glasgow's citizens, businesses, city partners and civic Glasgow to sign the Modern Charter for Local Freedom; and re-affirms Council's commitment to the further empowerment of local communities." View Papers

"Council notes that 15th June marks International Motor Neurone Disease (MND) Awareness Day which seeks to improve public understanding of MND, a progressive and terminal disease that attacks the motor neurones in the brain and spinal cord; recognises the important work of MND Scotland, the MND Association and Gordon Aikmans 'Gordon's Fightback Campaign' to raise awareness and to assist those affected by the disease, including those who care for people with MND; further notes that MND has no known cure or cause, with half of those diagnosed dying within 14 months; supports action pledged by all main political parties to increase the support for sufferers of MND and pledges Council's support to these efforts." View Papers

"Council condemns the ongoing use of the Dungavel detention centre to hold asylum seekers in captivity indefinitely while their applications are processed.

Council notes and endorses the report of the Joint Inquiry by the All Party Parliamentary Group on Refugees & the All Party Parliamentary Group on Migration. "The Report of the Inquiry into the Use of Immigration Detention in the United Kingdom". Council notes, in particular, the evidence provided of the beneficial application of community-based solutions in countries such as Sweden and Canada.

Council therefore calls on the Chief Executive to write to the relevant UK Government to express our strong resolve that Dungavel, and all other UK detention centres, should be closed in favour of a community-based model of assessment for those seeking asylum in Scotland and the wider United Kingdom." View Papers
