2.1 The Plan has been designed to be informative and easy to use. A layered approach has been adopted that allows the user to access easily those parts of the Plan that are of particular interest. The Plan is in two parts, supported by a series of City Plan Technical Notes.
Part 1
2.2 The first stop for those considering investing in the City and for identifying the Council's aspirations for the next 20 years is Part 1. It is here that the Plans main aims and physical development proposals are explained under a number of broad themes. The first four of these deal with City-wide themes of People, Jobs, Infrastructure and the Environment. This is followed by sections looking at areas of the City where more specific planning activity is required. Sections dedicated to the City Centre and the River recognise their importance to the City and their role in delivering the aims of the Plan.
2.3 The Plan also recognises that parts of the City are weak in socioeconomic terms and are often characterised by vacant land and derelict buildings. There is a strong correlation between these areas and Social Inclusion Partnerships (SIPs). Areas of Focus have been identified where planning activity can make a significant contribution towards achieving sustained and sustainable regeneration. Eight areas of the City, Drumchapel, Glasgow North, East End, M8 East, South Central, Greater Govan, Greater Pollok and Castlemilk, are dealt with in more detail in this section of the Plan.
2.4 Part 1 is supported by a Proposals Map showing the location of all the physical development activity proposed in the Plan. The Built Form Map illustrating the City's existing built form and providing general guidance on residential density also supports and informs Part 1.
Part 2
2.5 Part 2 provides guidance for those seeking information about the acceptability of different forms of development in the City and includes a section explaining in detail its scope and use. It is the Council's Development Control Manual. The layered design first takes users through a suite of 13 Development Policy Principles, supported by detailed Policy Maps covering the North, South, East and West of the City and the City Centre, that set the framework within which development proposals are considered.
2.6 The Development Policy Principles allow the consideration of proposals in context and should provide the confidence to determine in principle, if a particular development proposal is likely to be acceptable. Part 2 also contains a second layer of Development Policies, Supplementary Guides and Design Guidance that provide specific development control guidance and cover a range of more detailed requirements to ensure that developments achieve appropriate standards and quality.
City Plan Technical Notes
2.7 Those wishing to examine the statistics and rationale behind the proposals and policies in Part 1 and Part 2 in more detail should look to the City Plan Technical Notes. Although every effort has been made to make Parts 1 and 2 as self-contained as possible, it was considered inappropriate to include the more detailed statistics and supporting information. In order to facilitate cross-reference between the Technical Notes and Parts 1 and 2, the same themed format has been used.
