City Plan - Part 1 - Development Strategy - Areas of Focus - Greater Govan

 

Context

10.88 Greater Govan extends from the south western edge of the City Centre to Shieldhall in the west and from the River Clyde south to the M8 corridor. It occupies a strategic location adjacent to the motorway network and close to Glasgow Airport.

10.89 Govan’s development and identity are inextricably linked to shipbuilding, international maritime trade and heavy industry. Following the post-war decline of these industries, the only remaining shipbuilding activity is at BAE Systems. King George V Dock remains the upper limit for commercial cargo operations on the Clyde. The Council recognises the role of King George V Dock in maintaining the City’s economic competitiveness. With the exception of Central Govan and its inheritance of listed and civic buildings, the area generally presents an image of vacant land and derelict buildings.

 

10.90 Positive change is evident in Govan. A number of significant housing developments have taken place and the rapidly growing mixed-use development at Pacific Quay involving the Science Centre, Imax Theatre, Millennium Tower, and high quality office space is bringing new life to the former Garden Festival site, (see also The River Area 3 page 68). Near the historic heart of Govan, Helen Street has been established as a corridor of industrial growth. Considerable regeneration potential remains within the extensive vacant/derelict land, underused buildings (including a number of listed buildings), and the historic former Graving Docks, Water Row and Govan Town Centre.

 

10.91 The Joint Structure Plan recognises Govan as strategically important within the Clyde Waterfront Metropolitan Flagship Initiative, in terms of urban renewal, industry and environmental improvement and as a Core Economic Development Area. The Scottish Executive has designated Govan as a SIP.
