The Way Forward

10.62 Many of the development projects that will regenerate the area are already underway. The range and scale of these projects means that their impact will need to be regularly monitored and assessed. Planning Studies will consider how;

major development projects can be implemented in a co-ordinated way in order to be effective in regenerating the area; and

the impact of new development on local services, particularly primary schools, is assessed.

 

PEOPLE

 

10.63 Opportunities exist for the area to attract more new private sector housing investment than has been previously possible. The largest of these are at Garthamlock New Neighbourhood (1), South Blairtummock (2) and Gartloch Hospital (3), which together have capacity for over 1,500 new houses. A Local Development Strategy will produce a master plan to advance the implementation of Garthamlock New Neighbourhood proposals. Where required, the Council will prepare Development Briefs to guide housing development. The Area Housing Plan will identify additional development sites and proposals to improve retained housing stock.

 

10.64 Easterhouse Town Centre is being expanded and will incorporate new premises for John Wheatley College. There are also proposals for an arts centre and library linking the College with a refurbished swimming pool to create a Cultural Campus (4). Improved outdoor recreation facilities on the adjacent Westwood pitches (5) will enhance the setting of the Cultural Campus.

 

10.65 An extended Town Centre will have a major impact on shopping patterns in the area but will not remove the need for facilities to serve individual neighbourhoods. A Planning Study will be undertaken to examine local shopping and community facility needs and determine how these can be retained and improved.

 

JOBS

 

10.66 The area contains development opportunities of City-wide significance at Auchinlea (6) (retail and leisure), Queenslie (7) (business and industry) and the Glasgow Business Park (8) (business and industry). These large sites front on to the M8 motorway and offer the potential to bring much needed investment and employment into the area.

10.67 The extension of the Town Centre into Auchinlea will include a large food store, non-food retail warehousing and leisure facilities. It is anticipated that this Flagship development could create 300-400 jobs during construction and up to 2,000 jobs when operational. There are major opportunities for employment creation at Glasgow Business Park, Queenslie and Cardowan (9). Proposals for the development of an industrial park at Gartcosh (10) will also mean improved employment opportunities for residents in the area.

 

INFRASTRUCTURE

 

10.68 The demolition of tenement housing has created the opportunity to enhance the employment potential of the existing Queenslie industrial estates. Resources provided by the Council, Scottish Enterprise Glasgow and the European Union are being used to improve the infrastructure associated with these estates and provide opportunities for new business/industrial development.

 

10.69 Gartloch Road (11) provides unsatisfactory access to the potential employment opportunities at Gartcosh and the proposed residential development at the former Gartloch Hospital. There is also no direct access from the area to the business/industrial development at Cardowan. The implications of upgrading Gartloch Road and providing a link with Cardowan, taking account of the development of sites at Auchinlea, Garthamlock and Queenslie (and the consequent impact on M8 junctions 10 and 11) require investigation. Funding is in place for a Quality Bus Corridor along Shettleston Road. Potential Quality Bus Corridors are being considered for an extension along an additional stretch of Shettleston Road to Hallhill Road, and for a new route along Edinburgh Road.

10.70 There is a need to enhance the sense of arrival in Glasgow on the M8, to the west of the Baillieston Interchange (12). Landscaping, public art and new signage could be combined to create an attractive gateway to the City. A Project Brief will be prepared to guide the form and nature of the gateway proposal. There is also a lack of physical cohesion around the Edinburgh Road/Wellhouse Road/Hallhill Road Junction (13). A Project Brief will be prepared, aimed at improving the townscape around this junction to enhance its role as a focal point.

 

10.71 The Council’s strategy for secondary schools in the City includes the construction of a new Community High School to replace Lochend Secondary (14). Proposals are being developed to complement the new school with a range of high-quality recreational facilities that can serve the surrounding neighbourhood. In addition, the Stepford Road Sports Park (15) also provides facilities for the wider community. A Planning Study is required to assess outdoor recreation needs of the whole area.

ENVIRONMENT

 

10.72 The countryside to the north and east of the built-up area will be the focus for a debate on future land use patterns. There are a number of ecologically important sites (SSSIs, SINCs and LNRs) in this area. There are also two development sites at Gartloch Hospital and Cardowan. The Council is committed to responding to any deficit in the land supply that might emerge prior to 2006 or in the period beyond 2006. In the context of a possible requirement for additional housing land in Glasgow, a Planning Study will be undertaken to establish the development potential, environmental capacity and the opportunities to consolidate the Greenspace Network (16) in this area.
