Factory Outlet (Centre):
Shop or group of shops, usually at an out-of-centre location, purportedly specialising in selling seconds and end-of-line goods at discounted prices.
Family Housing:
One or two storey houses with private gardens.
Fertility Rate:
The rate of births per 1,000 female population, either in total (fertile age 15-44) or for a specified age (band).
Flat:
A self-contained set of residential premises, whether or not on the same floor, and forming part of a building from some other part of which it is divided horizontally.
Flood Attenuation:
Flood attenuation is defined as the process of providing temporary water storage capacity during flood events, either naturally or through human intervention, for the purpose of reducing peak flows.
Flood Plain:
All land adjacent to a watercourse over which water flows in the time of flood or would flow but for the presence or flood defences where they exist. The limits of flood plain are defined by the peak water level of an appropriate return period event on the watercourse.
Flood Prevention Scheme:
A scheme of works to reduce the risk of flooding carried out under the Flood Prevention (Scotland) Act 1961.
Flood Risk Assessment:
An assessment that is required where development is likely to have an impact on watercourses and land and properties in the immediate vicinity of watercourses that may be liable to flood. Assessments may be of a relatively minor nature, evaluating a small development on a low risk site with minimal secondary effects, or may comprise major basin-wide studies for significant infrastructure developments. Part 2 of the Plan contains a Supplementary Guide (SG 2: Flood Risk Assessments) that contains details of the requirements.
Focal Points:
Focal points are centres of community activity and services. For the purpose of the Urban Design Strategy they are based on tiers 1-4 of the City’s hierarchy of centres.
Food and Drink Use:
As used in this Plan, comprises uses within Class 3 of the Town and Country Planning (Use Classes) (Scotland) Order 1997, plus the sui generis categories of public house and hot food takeaway.
