Major District Centre:
Term formerly used to denote major centres serving sectors of the City, superseded in this Plan by the term major town centre.
Major Office Development:
Defined as those office developments providing a unit of floorspace greater than 2,000m2 gross, designed in a built form to reflect higher than average building densities and required to achieve of a minimum plot ratio of 3.0:1, intended to accommodate business, financial, public and administrative services and as a use categorised within the Business Class - Class 4 of the Town and Country Planning (Use Classes) (Scotland) Order 1997.
Marketable Industrial and Business Land Supply:
Industrial and business sites that are considered Confirmed Marketable or Potential Marketable. (See separate definitions)
Massing:
The three dimensional form of a building or group of buildings resulting from the combined effect of the height, bulk and silhouette.
Millennium Plan:
Transport Strategy for the City Centre (1995).
Mixed Retail Development:
Refers in this Plan to any shopping development not consisting exclusively of a food store or retail warehouses; may comprise a development in which both of these are developed together (sometimes termed a hybrid retail park), or any other form of retail development such as a shopping mall, or any combination of these.
Mode Share:
The proportion of patronage using each transport mode. Can be used in the context of setting a target for a development.
Mortality Rate:
The number of deaths per 1,000 population, either in total or for a specified age-band.
Multiple Occupancy:
The Council’s definition of the multiple occupancy of a flatted property, based on the guidance to the Civic Government (Scotland) Act 1982 (Licensing of Houses in Multiple Occupancy) Order 2000, which defines multiple occupancy as the "only or principle residence of more than two persons who are not all members either of the same family or of one or other of two families", is that it comprises occupancy by more than 2 unrelated persons. Within the West End, due to the scale of such development, the Council view is that multiple occupancy of a flat comprises occupancy by more than 3 unrelated persons.
Multiplex Cinema:
Cinema development with 5 or more separate screens/auditoria.
