Open Consent: Retail warehouse developments and retail parks, normally on the edge of established centres rather than out-of-centre, that do not operate under a bulky goods sales restriction.

Other Retail and Commercial (DEV 5): The development policy principle (DEV 5: Commercial) covering areas outwith centres whose principal activities are retail and commercial leisure. These areas correspond to other retail and commercial locations as set out in Part B of the City’s hierarchy of centres (policy SC 1, schedule SC(i)), and in a few cases to retail developments on the edges of existing centres.

Outer Urban Area: Comprises the area between the Inner Urban Area and the City’s urban edge. The Outer Urban Area includes Glasgow’s four peripheral largely public sector housing areas: Castlemilk, Drumchapel, Easterhouse and Pollok.

Out-of-Centre: A location that is clearly separate from any centre in the hierarchy of centres but within the urban area of the City. Major out-of-centre retail and commercial leisure developments are listed in Part B of schedule SC(i) as Other Retail and Commercial Locations.

Outstanding Conservation Area: A conservation area identified by the Scottish Ministers’ as being of outstanding architectural or historic importance for grant aid purposes. Grants or loans may be offered by the Historic Buildings Council for Scotland on the recommendation of Historic Scotland to encourage the promotion, preservation or enhancement of the area.
