Park and Ride: Convenient parking facilities served by high quality public transport to encourage car drivers and passengers to shift to public transport.

 

Per Capita Expenditure: Estimated annual average expenditure per head of population, including children. Tends to grow year-on-year in real terms in line with economic growth; comparison expenditure shows a much faster growth rate than convenience expenditure. Per capita expenditure varies according to the economic circumstances of the population group concerned.

 

Permeability: The degree to which an area has a variety of pleasant, convenient, and safe routes through it.

 

Permitted Development: Any development that is deemed not to require a formal planning consent covered by the terms of the Town and Country Planning (General Permitted Development) (Scotland) Order 1992.

 

Planning Advice Note: Advice from the Scottish Executive on good practice and other relevant information on a range of planning topics that can often be read in conjunction with National Planning Policy Guidelines.

 

Planning/Development Briefs: Site specific brief setting out requirements for new development and incorporating appropriate design guidance to supplement plan policy and guide the design of a development on a particular site.

 

Plot Ratio: A measurement of relative density calculated by gross floor area divided by net site area.

 

Potential Marketable Industrial and Business Land: Industrial and business sites that could be marketable but which require some improvement in terms of promotion, appearance, servicing or ownership.

 

Principal Office Area: POA: Defined as the area within the City Centre which is the designated primary location for new major office development for the City as a whole.

 

Principal Retail Area: Defined area within certain centres (formerly termed the prime shopping area or retail core area) in which retail uses should in general be retained, and changes to other uses controlled, in order to maintain the centre’s retailing function to the maximum extent.

 

Principal Retail Area - City Centre: The development policy principle covering the main retailing areas within the City Centre (DEV 7: Principal Retail Area (City Centre)). Accordingly, this Plan defines the principal retail area as the town centre for the City Centre in terms of National Planning Policy Guideline 8: Town Centres and Retailing (NPPG8).

 

Public Art: Permanent or temporary physical works of art visible to the general public, whether part of a building or free standing.

 

Public Realm: That part of the built environment to which the public have free access, including streets, squares, parks, etc. Public realm issues embrace the social interaction and use of spaces as well as their servicing and management.

 

Public Transport Fund: Scottish Executive competition between local authorities and Strathclyde Passenger Authority for additional borrowing consent towards the capital funding of public transport, cycling and walking projects.
