Reconnection:
A term used in the Plan reflecting the Council’s aspiration to regenerate vacant land for new development that reconnects underutilised areas to the healthier parts of the City. It also refers to the aspiration to generate further employment opportunities and other facilities that address social inclusion and health issues.
Regional Shopping Centre:
Purpose-built retail development, normally an enclosed shopping mall, generally comprising 50,000 m2 or more gross retail floorspace, not connected with any centre in the hierarchy of centres.
Restricted Consent:
A consent covering a retail warehouse or retail park development that includes a condition restricting sales within the development to bulky household goods.
Retail Assessment:
Statement of information which an applicant is expected to provide in support of a planning application for a retail development of a significant scale, that assesses the proposal in respect of the relevant policies, in particular those that set out criteria of acceptability.
Part 2 of the Plan contains a Supplementary Guide (SG 3: Retail Assessments) which informs potential applicants of what the Council is looking for in retail assessments.
Retail Capacity:
A concept that relates the potential expenditure within an area (whether generated by that area’s residents or flowing in from elsewhere) to the potential turnover represented by the area’s stock of retail outlets. Imbalances between the two give rise to shortfalls (insufficient capacity - expenditure exceeds turnover) or overprovision (excess capacity - turnover exceeds expenditure).
Retail Expenditure:
The amount of spending power available to the population of a given area (generated expenditure); or the amount actually spent within an area or centre, taking account of expenditure inflows from elsewhere.
Retail Impact:
The potential or actual loss of trade from a single outlet, group of outlets, single centre or group of centres, as a proportion of their total trade, that can be directly attributed to the opening of a new retail facility elsewhere.
Retail Turnover:
The quantity of retail facilities in existence or proposed within an area, expressed as the aggregate potential cash value of their sales.
Retail Warehouse:
Large single-level store specialising in the sale of comparison goods requiring extensive display areas, catering mainly for car-borne customers. These have traditionally concentrated on the sale of bulky household goods, but some units, especially at edge-of-centre locations, may trade on an open consent and sell other types of goods.
Retail Warehouse Club:
Hybrid form of trading, comprising in part sales to trade customers and in part to individual members. If individual membership is restricted to certain categories of member rather than open to the general public as a whole, such premises are considered to be sui generis. However, to the extent that sales are to individual members, the use resembles retail trading and such uses are therefore treated for policy purposes in this Plan as if they were retail uses.
Retail (Warehouse) Park:
Clusters of retail warehouse units with shared car parking and servicing facilities, providing a variety of outlets for the sale of comparison goods, typically bulky goods such as DIY, furniture, electrical goods etc., but extending to other ranges of goods in retail parks that operate under open consents.
Right to Buy:
The tenant’s right to buy public sector housing stock.
Route Action Plan:
The initial stage of bus priority undertaken in the City. Provides basic level infrastructure including short lengths of bus/taxi/cycle lane, more efficient junctions for all traffic, revised parking and loading restrictions and side road measures.
