Town Centre:
In National Planning Policy Guideline 8: Town Centre and Retailing (NPPG8), the term is used to cover city, town and district centres that provide a broad range of facilities and services and which fulfil a function as a focus for both the community and public transport. It excludes retail parks, neighbourhood centres and small parades of shops of purely local significance. In this Plan, the term is also used in the narrower sense of centres covered by tier 3 of the hierarchy of centres, while tier 2 comprises major town centres; Development Policy Principle DEV 4: Town Centre, covers both tier 2 and tier 3 centres.
Town Centre Uses:
Broadly, all retail, commercial, civic and community uses normally associated with a town centre; more specifically, use classes 1, 2, 3 and 11, plus related sui generis uses.
Townscape:
The urban equivalent of landscape, what is perceived by the observer; or the art of relationship created by weaving the physical elements of the City together to create visual drama.
Townscape Heritage Initiative:
A Heritage Lottery Fund programme intended to support the cost of building conservation in the context of economic regeneration.
Historic building repairs should be part of an overall regeneration strategy, and must have a measurable impact on the area as a whole.
Town Scheme:
A partnership arrangement between Historic Scotland, the planning authority and private owners to fund repairs to properties within outstanding conservation areas.
Transport Assessment:
Their purpose is to enable travel demand and impact to be assessed, for car use to be minimised and mitigation measures to be proposed to address any adverse impacts of a development. Covers public transport, cycling and walking as well as traffic in general.
Turnover-to-Floorspace Ratio:
A measure of the turnover per unit area of any retail outlet. In the retail capacity study carried out for this Plan, it represents the turnover per square metre of net sales area, this information being obtained from the study undertaken for the Glasgow and the Clyde Valley Joint Structure Plan.
