6.42 Glasgow is recognised as the UK’s third-ranking tourist destination. As the City’s reputation in this field grows, so the demand for related facilities increases. In response to this demand, commercial leisure developments such as multiplex cinemas, indoor bowling centres, bingo halls and large restaurants/licensed complexes are being heavily promoted by the development industry. In view of the potentially significant impact of such developments on the City’s urban form and function, a sequential approach, similar to that for retailing, will be adopted when assessing developments of this type.

6.43 The expansion of leisure and entertainment facilities in the City Centre and the West End has implications for the concept of the 24-hour City. It is important that a balance is struck between meeting the commercial demands for late opening and the protection of the environment and amenity of adjacent areas. In addition to these existing concentrations of leisure activity, the Clyde Waterfront offers potential for the creation of a new, purpose-built, leisure district.
6.44 The City is experiencing a continuing boom in hotel development across the star ratings. While this is largely focused on the City Centre, there are also many proposals in other parts of the City. In general, this activity supports the City’s role as a visitor destination and is welcomed.
The City Council will support proposals for leisure, entertainment and hotel facilities, subject to their assessment against the development policies set out in Part 2 of the Plan.
