6.64 The City has to provide a sound framework for the collection and disposal of waste arising from its every day activities in the context of current and future legislative requirements, the SEPA National Waste Strategy, public attitudes and available resources. In order to achieve this, the Council is committed to implementing an Integrated Recycling Programme that seeks to establish a Materials Reclamation Facility at Polmadie and a network of recycling sites for the recovery of glass, plastic, newspaper, cans, textiles and other materials as may be considered appropriate in the future.
The City Council will develop a Materials Reclamation Facility at the Polmadie High Density Baling Plant.
The City Council will assess proposals for waste management and recycling facilities against the Development Policies and Supplementary Guides set out in Part 2 of the plan.
6.65 The EU Landfill Directive will limit the amount of biodegradable wastes that can go into landfill sites. The implication of this for the Council, in the medium to longer term, is that alternative collection and treatment methods will need to be identified. One option is to develop a Central Composting Facility, possibly serving a number of authorities. Waste from authorities within an area would be collected locally and then transported to a central facility. Protecting the rail access to the City’s existing transfer stations would safeguard the option of using rail to transport this waste.
The City Council will protect rail access, where appropriate, to existing and proposed Transfer Stations.
