New Neighbourhoods

4.17 The Joint Structure Plan supports all communities by focussing action towards improving living standards in terms of housing, access to facilities, environment and health. It includes, as one of the shared targets for promoting greater social inclusion, the need to improve brownfield housing opportunities, particularly in identified Priority Areas. The Housing Choice Survey 1994, recognised that outward migration among family households in the middle-market sector could be influenced by providing opportunities for owner-occupation in developing middle-market areas such as Glasgows peripheral estates and public sector estates in the Inner City. This issue is addressed in the Glasgow Alliance Action Plan 3: Objective 4, which seeks to widen housing choice, help retain population and assist regeneration.

4.18 The Council, through the Glasgow Alliance, is committed to creating New Neighbourhoods within Alliance Priority Areas. These correspond with the Priority Areas referred to in the Joint Structure Plan. The development of these New Neighbourhoods, with significant numbers of houses for owner occupation, will increase the choice of house type and size, reverse localised population loss, tackle deprivation and encourage social inclusion in line with Joint Structure Plan targets.

4.19 The first phase involves two New Neighbourhoods, each of about 1,000 houses, at
Drumchapel and Ruchill/ Keppoch. Following public consultation, proposals for the regeneration of Ruchill/Keppoch, including the former Ruchill Hospital, are reasonably advanced and work is already underway to deliver two further New Neighbourhoods at Oatlands and Garthamlock (Figure 4.6). A series of Local Development Strategies will be produced to assist in the delivery of New Neighbourhoods and realise the sustainable regeneration objectives of the Council. Preparation of these plans will involve full community consultation, in line with the principles of subsidiarity.

 

The City Council will support Alliance objectives for New Neighbourhoods through the delivery of Local Development Strategies for:

Drumchapel
Oatlands
