4.13 National Planning Policy Guideline 3: Land for Housing (NPPG 3), recognises that the planning system has a key role to play in assisting the achievement of the Governments policies for housing. Development Plans should generally make provision to meet the demand for housing land in full and local authorities should tailor their assessment of housing land requirements to the particular circumstances of their area.
4.14 The strategic context for housing in Glasgow is provided by the Joint Structure Plan. The development strategy adopted in the Joint Structure Plan is to sustain urban areas by encouraging development that supports the role of the City Centre and town centres. In housing terms, the strategy indicates a preference for the redevelopment of urban brownfield sites over greenfield development. Nevertheless, the Joint Structure Plan identifies a need to make provision for greenfield release to meet identified shortfalls in the overall housing land supply. The need for further land release will be kept under review through the annual housing land audit and the biennial review of structure plan housing land requirements, and alterations made to the City Plan as required.
4.15 The Glasgow Alliance sets out a series of Strategic Objectives that aim to address particular issues within the City. These objectives are supported by five Action Plans, one of which, Action Plan 3: Housing, Neighbourhoods and the Environment, deals specifically with housingled regeneration.
4.16 The Plan sets out a series of proposals that take full cognisance of the terms of NPPG 3, correspond with the terms of the Joint Structure Plan and support the aims of the Alliance Strategy.
