Adopted City Plan : 01 August 2003

City Plan - Part 1 - Development Strategy - River

Agenda For Change - Area 2

Partick/Govan

Area Characteristics

This area is experiencing major development activity. The Western Infirmary, Kelvin Corridor, Glasgow Harbour, and Partick and Govan Town Centres form distinct identity areas or significant clusters of current and future development opportunities. Links between these identity areas are now emerging, with the main focus being along the Kelvin Corridor and Byres Road.

Significant development activity is taking place within Glasgow University campus including the construction of a new medical school. The University also propose to construct a new-high level pedestrian bridge linking Gilmorehill with Kelvingrove Art Gallery and Museum that would extend the emerging West End Tourist Trail.

The planned closure and relocation of the Western Infirmary will provide significant development opportunities, in the medium-to long-term, to expand the University and introduce other mixed-use developments. Partick Cross is the subject of major redevelopment that will reinforce the connection of South Partick with Byres Road and the River corridor. The reconnection of Partick and the West End with Govan is seen as a key objective in a strategy to better integrate the River with its hinterland and create a strong development focus at the Clyde/Kelvin confluence. Major public transport investment is proposed for Partick Interchange and Dumbarton Road and similar investment in Govan will play an important role in the area’s regeneration.

The redevelopment of the former Partick Central Station site, including the creation of a riverside walkway linking the Kelvin Walkway with Partick waterfront, will extend the Green Network and form an integral part of the proposed Linear Park. The Glasgow Harbour proposal, a 43 ha mixed development on waterfront land, will dramatically reshape the urban form and character of this and surrounding areas.

The reinstatement of the historic cross-river link between Govan and Partick, in the form of a weir/barrage, bridge or ferry, could assist in the regeneration effort in Govan, particularly the redevelopment of Water Row and Govan Cross.

East Govan/Ibrox is currently the subject of an extensive master planning exercise that will establish a spatial development framework for the area, examining urban form and structure, accessibility to the water-front area and cross-river links, connections with adjoining areas and enhancement of the public realm. The study will also include an examination of infrastructure improvements and housing trends and opportunities for increased economic activity.
