Adopted City Plan : 01 August 2003

City Plan - Part 1 - Development Strategy - River

Agenda For Change - Area 4

Finnieston/Springfield

Area Characteristics

This action area is becoming an important focus for investment, centred on the Scottish Exhibition and Conference Centre, Pacific Quay, Springfield Quay/Mavisbank Quay and the Broomielaw, where the built fabric of the River is being dramatically re-shaped by new tourism, leisure, housing and commercial waterfront developments, reflecting growing economic confidence in Glasgow and the River Clyde in particular. It is, therefore, important to sustain and protect recent investment in these areas and to continue to encourage greater visual and physical integration between the River and adjoining developments.

Stronger links with the City Centre, supported by a significant upgrading of the public realm, are seen as important factors in helping to sustain the critical mass of development now establishing itself at SECC/ Pacific Quay. To this end, Finnieston Street and Lancefield Quay are viewed as key route-ways where improvements in the area’s physical form, activity patterns and the creation of greater street containment should be encouraged. Linking Pacific Quay with the north bank at Broomielaw/Finnieston Street will further reinforce the area’s role as one of the River corridor’s main arterial routes, promoting greater connectivity between the north and south banks, as well as enhancing the area’s commercial profile.

It is also important that the design quality and building mass associated with any future developments are robust enough for a waterfront location that is part of an important sequence of buildings extending along both river banksfrom the Glasgow Science Centre/SECC to the City Centre . This would be supported by improvements in the public realm, particularly close to available Public Transport along the waterfront and under the Kingston Bridge.
