The areas designated CIVIC, HOSPITAL and TERTIARY EDUCATION are primarily in use for services and infrastructure of City-wide or regional significance and are spread throughout the City. Proposals that seek to improve or extend the range of services or facilities within these categories will be encouraged and will be considered favourably where they provide significant community benefit. In this respect, the early preparation of a campus plan, illustrating future intentions, should be prepared as a basis for discussion. Proposals for the redevelopment or partial redevelopment of land no longer required for civic, hospital and tertiary education for other uses must be prepared within the context of a wider development framework for the site. This should cover any affected adjoining areas in the form of a master plan. The Council will seek to maintain and improve the quality of the environment of these areas by supporting developments that will enhance the amenity and urban design quality of the wider area, provided they conform to other policies of the Plan.
