CC-TRANS 2 Sites for Temporary Public Car Parks

CONTEXT AND JUSTIFICATION 

 

As the existing and projected provision of permanent public parking for the City Centre is adequate, the Council will generally resist the development of temporary public parking development proposals. Consents, however, may be granted subject to strict criteria (and depending on location) for temporary car parks that provide the means of environmentally improving derelict sites prior to their redevelopment.

 

POLICY

 

Temporary off-street parking will only be acceptable provided that the proposal complies with the following criteria:

 

1. The car park will provide spaces on a short-term basis only for shoppers and business visitors.

 

2. A valid planning consent should exist for the permanent redevelopment of the site. The temporary car park use will be time-limited up to the time when the permanent development can commence on site.

 

3. Proposals for car parks in excess of 50 spaces are unlikely to be recommended for approval.

 

4. Proposals for car parks with 50 spaces and below will generally be acceptable where environmental benefits can be obtained from the site, i.e. border treatment, site levelling, acceptable surface treatment and marked-out parking spaces. The extent of the required treatment will depend on the relative prominence and size of the site in question.

 

5. Proposals for new car parks will require to meet the following traffic criteria:

  • safe access and egress;
  • no queuing on road; and
  • no disruption to public transport.

6. Applicants for all sites will require to submit:

  • parking tariffs (fully price differentiated) and favouring short-stay use for the approval of the Council; and
  • a valid planning consent for the permanent redevelopment of the site.

Note:

 

An operating licence is required for a temporary public car park.
