IB 2 Strategic Industrial and Business Areas

CONTEXT AND JUSTIFICATION

 

The Joint Structure Plan identifies 26 Strategic Industrial and Business Locations of which 9 are within the City. It recognises that these locations are crucial to the economic competitiveness of the area and that in view of their scale, environmental and locational advantages, could not be easily replaced. Their locational advantages, however, often make them attractive to other users and, accordingly, the Joint Structure Plan indicates that they should be given maximum protection from unrelated non-industrial uses.

 

In addition to these Strategic Industrial and Business Locations, the City also contains a number of industrial and business areas that are well located relative to the strategic road network, offer a good quality environment and provide the type of accommodation sought by in-coming and relocating companies.

 

As with the Strategic Industrial and Business Locations, the locational and environmental advantages offered in some of these areas are also attractive to non-industrial and business uses, such as retail, commercial leisure and housing. As a result, many well located areas experience development pressure from non-industrial and business uses. Encroachment by these uses could undermine the attractiveness and viability of these areas and weaken the City’s ability to retain and attract industrial and business investment.

 

The Council aims to safeguard the Strategic Industrial and Business Locations and the industrial and business areas that are considered to be of City-wide significance. These areas provide the context for infrastructure investment, site preparation and environmental improvements.

 

Industrial and business areas not identified as being of city-wide significance continue to provide local employment and are considered to be locally important. These areas will continue to be covered by policy DEV 3: Industry and Business.

 

POLICY 

 

Strategic Industrial and Business Locations and areas identified as industrial and business areas of City-wide significance are safeguarded for industrial and business use. Uses outwith Use Classes 4 Business, 5 General Industrial and 6 Storage or Distribution, of the Town and Country Planning (Use Classes) (Scotland) Order 1997, will be resisted. Exceptions will only be considered favourably where the development will enhance the attraction and sustainability of the area for industrial and business investment.
