CONTEXT AND JUSTIFICATION
Waste is a by-product of all the City’s activities and needs to be managed in a safe and sustainable manner, within the current legislative and regulatory framework, including National Planning Policy Guideline 10: Planning and Waste Management (NPPG 10)
It is estimated that Glasgow produces over 850,000 tonnes of waste annually. Managing and disposing of waste from all sources, including households, businesses, parks and gardens, and hospitals is undertaken by the Council and private waste management companies. The Council collects and disposes of around 400,000 tonnes of this waste material. In addition, waste is imported from outwith the City boundary for disposal within the City.
The Scottish Environment Protection Agency’s (SEPA) National Waste Strategy, launched in December 1999, provides a starting point from which an integrated approach to waste management in Scotland can be developed. The Strategy aims to ensure a move towards a more sustainable way of managing waste and is the beginning of a process that will require a change in attitudes and practices of industry, the public and government. An Area Waste Plan for Glasgow and the Clyde Valley has recently been approved.
The following policy will guide the Council when taking decisions on developments that entail waste disposal, recycling and management.
POLICY
In order to cater for an integrated network of waste management and recycling facilities, the Council will:
(a) consider planning applications for such facilities on their merits having regard to their impact on communities and the environment;
(b) require developers to provide adequate space for, and access to, on-site facilities capable of being utilised for depositing and uplifting glass, newspapers, plastics, cans and other waste;
(c) ensure that potential rail sidings capable of being developed for waste transit are protected; and
(d) encourage developers and householders to provide appropriate waste recycling facilities and for householders to compost waste for recycling.
