Carbon Management Programme

 

In November 2006, Glasgow City Council made a commitment to develop a Carbon Management Programme (CMP) in order to develop an implementation plan to achieve a significant reduction in CO2 emissions.

 

The aim of this implementation plan is to reduce the level of carbon emissions arising from heating and lighting its premises, street lighting, waste management and travel associated with business and fleet by 20% over a five-year period. 

 

The Council has made the determination made under section 8(1) of the Environmental Assessment (Scotland) Act 2005 that a Strategic Environmental Assessment of the development of this implementation plan is not required.

Environment Strategy and Action Plan 2006-2010

 

Environment Strategy and Action Plan 2006-2010    This document gives an overview of the wide range of activities relating to environmental protection and enhancement that are currently being carried out or
supported by Glasgow City Council (GCC). It also serves
as an introduction to a number of new policies intended
to help to address the many challenges we face in both
our local and global environment. 
                                                         

 

A key intention of this strategy is to put the initiatives currently underway or planned into a strategic context and to introduce a consolidated GCC environmental action plan with quantifiable targets.

 

A summary of the environmental actions and associated targets that are underway and planned can be found in the final section of this document. Progress in achieving these objectives will be reported to the public annually whilst additional actions will be added as further initiatives are introduced. 

 

To help conserve resources, it’s hoped that where possible, residents will review the Environment Strategy from the Councils website.

Sustainable Development Group


Sustainable development is part of the remit of DRS’ Environmental Services Group which is made up of 4 teams: Project Management, Engineering, Geotechnical and Sustainable Development.


The Sustainable Development group’s main role is to deliver advice, recommendations and guidance for the mainstreaming of sustainable development into Council policy and projects across the City.


What is sustainable development?


Sustainable development is best explained as taking a common sense approach to the way that we live our lives by balancing out the social, economic, environmental and ethical aspects of each decision that we make.  We have to think carefully about the impacts of our choices to ensure that we minimise harm and maximise the benefits in these areas for Glasgow and elsewhere, now and in the future. 


Why is the Council taking action?


As well as being the right thing to do, under the Local Government (Scotland) Act 2003, the Council has a duty to deliver sustainable development through the best value process.

 

What is the Council doing on sustainable development?


Glasgow's initial approach to sustainable development was outlined in the Council’s ‘Environment Strategy’ in 1998.  This was then followed up in 2001 with the Local Agenda 21(LA21) framework document ‘Developing The Sustainable City’. 


In 2005, Glasgow signed the Aalborg Charter  which stipulates 10 key commitments related to the furthering of sustainable development at the local level. 

 

Fairtrade

 

Glasgow City Council is also commited to playing its part in achieving social, economic, ethical and environmental justice in the international community through its endeavours on Fairtrade. In 2005, the Council passed a resolution committing Glasgow to working in partnership with a number of groups within the City to achieve Fairtrade City status in 2006.


Other work of the group


As well as strategy, the group develops the Council’s corporate policy in areas such as energy and sustainable construction and is engaged in the project management of a number of flagship capital projects such as the White Cart Water Flood Prevention Scheme, Glasgow Strategic Drainage Plan, Pre-12 Strategy/Primary Schools Renewal Programme, Glasgow Bridge and Port Dundas Canal Reconnection.


The Sustainable Development group is a multidisciplinary team and as such, has a wide range of expertise in a variety of areas, providing the Council with guidance on the following themes: strategic environmental assessment (SEA), energy management and monitoring, flood prevention and engineering, sustainable construction, sustainable procurement, environmental management systems and CEEQUAL.


The group is also working closely with the City Plan team to provide a number of planning policies and further guidance for City Plan 2 on areas such as renewable energy, sustainable construction, sustainable design, strategic environmental assessment and flooding.
