The Scottish Government is introducing a Strategic Housing Investment Framework for the allocation of Development Funding resources. Local authorities are required to submit a Strategic Housing Investment Plan (SHIP) annually to the Scottish Government. The first SHIP was submitted to the Scottish Government on 30 November 2007. The first round of SHIPs will not be used to allocate resources in 2008/09 but will be used by Scottish Government to plan the shape of future programmes. Updated SHIPs will be used for resource allocation in 2009/10 and beyond.
Strategic Housing Investment Plan describes how resources will be used over the medium term (up to 5 years) towards delivering the aims and objectives of the Local Housing Strategy. The main focus will be how Development Funding (managed by the Council) and social housing providers' funds are used to improve the provision of good quality houses in the social rented and affordable owner occupation.

The Council consulted with stakeholders on the draft Strategic Housing Investment Plan 2008/09 to 2012/13 over the summer and autumn. This consultation closed on 31 October 2007. The Council received 22 consultation responses.
