ISMS: experiences from the first two years of operation in Glasgow (July 2007)
From April 2005 the Children's Hearings System has had the power to impose a Movement Restriction Condition (MRC) on a young person as part of a supervision requirement. Compliance with this condition is monitored by the use of an electronic tag. Any young person subject to a 'tag' also receives an intensive multi-agency support package to address their individual needs and risks. The resultant combination of both tag and support is known as the Intensive Support and Monitoring Service (ISMS) and is designed to be a community alternative to secure accommodation.
The evaluation of ISMS reports on the experiences gained from the first two years of operation in Glasgow, and looks at the impact that ISMS has had on young people's offending and other needs. Both full and summary reports are available, along with the key findings.
ISMS: Interim Report (June 2006)
An interim report on the ISMS service was published in June 2006, based on the first year of ISMS. The 2007 report now replaces the interim report, but readers who are interested in the policy context, literature review and details of the structure and operations of ISMS in Glasgow will find it useful to refer to the interim report below.
