Homelessness: Changing Glasgow's Services
The new structure of the Homelessness Service has five areas of activity:
Operations
Manages front line services for homelessness, including the Hamish Allan Centre, hostels, temporary furnished flats and other temporary accommodation options.

Assessment and Resettlement
The Assessment and Resettlement Team are primarily focused on developing the new Joint Assessment Tool and process for Homelessness, Social Work and Health and Voluntary Sector staff to use in the assessment of needs of homeless people. Using this assessment tool, homeless people will be offered temporary accommodation and support which is most appropriate to their circumstances.

Commissioning and Planning
This division of the Partnership is responsible for the Planning and Commissioning of new services, which will enable the large-scale hostels to close and effectively divert people away from homelessness.
The Commissioning Team is fully in place and consists of a team of Commissioning Officers who will take forward a programme of work and will enable the closure programme to progress.
A Homelink Team is currently in place. The main function of this team is to source suitably adapted housing to meet the accommodation needs identified in the Homeless Strategy and the Joint Community Care Accommodation Strategies of other care groups. Both of these teams will be based at 31 Stockwell Street, Glasgow.
A key element within the Strategy is to develop and maintain effective joint working in localities. Four new posts (Locality Development Coordinators) have been established. These posts are based in communities and will work closely with all local services to assist with the integration of new services.

Organisational Development and Training
The organisational development and training section will have the following responsibilities:
- to lead and manage organisational development training needs of staff through the Hostel Reprovisioning Programme
- to develop an effective Communications Strategy for the service and partner organisations
- to support the implementation of new IT packages throughout the service
- to support the delivery of management information for the service.

Finance
The finance team are responsible for:
- budget setting and overall monitoring
- rent setting for hostels and temporary furnished accommodation
- housing benefit administration for all the council's homelessness accommodation
- rent accounting
- processing of invoices
- monitoring expenditure of the Hostel Reprovisioning Programme
- co-ordinating the homelessness budget elements of Supporting People Grant
