Glasgow Learning Disability Partnership


Glasgow Learning Disability Partnership was set up in 2000. The aim of the partnership was for Social Work and Health to work together to support people with learning disabilities to live fulfilling lives in their own community. At that time many people with learning disabilities lived in hospitals, institutions and long stay hostels.

 

At this time there was a lot of discussion about where people with learning disabilities wanted to live and what they wanted to do in their lives. The Scottish Executive produced a review of services for people with learning disabilities - The Same as You?.

 

This document made a number of recommendations for change including a move towards people with learning disabilities living in the community and accessing local services that met their needs.  As part of this all Local Authorities and Health Boards were asked to produce a three year plan called a Partnership in Practice Agreement (PIP).

 

This plan set out how they would meet the recommendations of 'The Same as You'?.  This demanded changes in how services were delivered and in the nature of services provided to people with learning disabilities. Since then we have produced a new Partnership in Practice on a regular basis. Our latest Partnerhsip in Practice Agreement 2008-2010 is available. We will also produce a more accessible version of this document in the next few months so that more people will have an opportunity to find out about the plans for learning disability services in Glasgow in the three years ahead.

 

Over the last eight years there have been significant changes in Glasgow in respect of the way in which services for adults with a learning disability are managed and co-ordinated.

Access to Learning Disability Services:

In April 2006 Social Work Services, in partnership with NHS Glasgow & Clyde (NHSGG&C), re-organised locality services into five Community Health and Care Partnerships (CHCPs).  The development of the five Community Health and Care Partnerships (CHCPs) in 2006 has brought together both Health and Social Work Services under a single structure. People with learning disabilities and their carers can now access services through their local CHCPs.

 

In each CHCP we have created the post of Head of Learning Disability. These posts have helped us to offer services on a more local level. We anticipate that this local approach will assist us in the Day Service Modernisation programme of change of our current day service provision.

 

Through the Learning Disability Teams in each of the CHCP people are able to access both Social Work and Health services. You can contact your local team by telephone, writing or by coming to the local office. 

 

Autism Alert Card
