1. Provide a framework and overview for Glasgow’s Clean and Green Agenda.
It is important that cleansing and de-littering activities are co-ordinated under a strategic framework. With limited resources, a strategic framework ensures that all activity directly supports the strategy’s high level goals.
2. Develop, facilitate and monitor activities that contribute to an improved standard of cleanliness across Glasgow.
The strategic working group has responsibility for overseeing the development, implementation and monitoring of all activity proposed under this strategy.
3. Add value to existing mainstream cleansing services delivered by Glasgow City Council and its partners.
Since the strategic working group was established in 2006, the joined up approach has improved the way Glasgow City Council Services work together.
The involvement of partner organisations has led to further improvements, an increase in trust and understanding, and an awareness that by working together, the outcomes will be greater than each organisation working independently towards the same objectives.
4. Promote a thematic approach of:
a. Cleansing and maintenance
b. Education and public awareness
c. Monitoring and enforcement.
By working together, the partner organisations have already been able to develop a thematic approach to priority issues. This strategy aims to build on that momentum. A thematic approach focuses on effective processes, cutting across the boundaries of the partnership organisations.
5. Support initiatives that act to change public behaviour in respect of environmental awareness.
This strategy fully supports the Glasgow City Council Environment Strategy 2006-2010. This visionary document outlines Glasgow’s environmental objectives and commitment to sustainable development. Members of the Clean Glasgow strategic working group believe that dropping litter and creating graffiti not only constitute antisocial behaviour, but also demonstrate a fundamental lack respect for the quality and integrity of the urban environment. The Clean Glasgow Strategy 2007-2008 commits to a long term strategy to change core values amongst citizens.
6. Identify longer-term options for service reform.
Glasgow City Council is a dynamic organisation adapting to the challenges of the modern economy, and demonstrating strong ambition to adopt increasingly efficient models of service delivery. If there is a single aspect of this strategy which distinguishes it from previous attempts to improve the cleanliness of the city, it is the fundamental awareness that the entire approach must be able to respond to organisational change, even going so far as being an actual agent for change.
