Can school pupils be issued with a Fixed Penalty Notice if they are caught dropping litter?

Only pupils aged 16 and over can be issued with a Fixed Penalty Notice. However, if under-16s are caught dropping litter then a letter will be sent to their parents or guardian informing them that their child has been caught doing so.
