These studies have predicted that due to factors including climate change and sea level rise, the risk of flooding has increased to a level where protection measures should be considered.
As a result of these findings Glasgow City Council launched River Clyde Flood Strategy Commission. The Commission will identify and develop an acceptable solution which will provide protection from inundation by the River Clyde in Glasgow. The commission will also carry out the preliminary design of the solution with a view to promoting a Flood Prevention Order.
The Commission covers a variety of topics including:
- review of flood risk
- option identification and appraisal
- consultations
- preliminary design and assistance with the promotion of the flood prevention order

Consultants were appointed to undertake this work in May 2003 and the basic options to be considered as part of the strategy are:
- direct defences
- barrier/barrage
- upstream storage
- any suitable combination of the above
Surveys
In May 2003, Glasgow City Council appointed Infoterra Ltd to carry out an airborne survey of the River Clyde and its main tributaries, from Greenock to the source in the Southern Uplands, using laser ranging to obtain topographical and land use data for use in digital terrain models.
The technique used is known as a LIDAR survey, an acronym for LIght Detection And Ranging. LIDAR works by means of a signal being sent to the ground by a low flying aircraft and the speed and intensity of the signal returned identifies the ground level to within 15cm.
The River Clyde Flood Strategy Commission used this survey data and resultant models to identify the extents of flooding and possible areas of flood alleviation. The data may also be used in flood risk analysis, drainage and flood plain analysis and environmental analysis.
On completion of the survey and studies Glasgow City Council Land and Environmental Services produced the River Clyde Flood Management Strategy, River Corridor Supplementary Development Guide (PDF 2,924k). This was presented to the Executive Committee in September 2007 and has secured approval.
