Considerate Contractor Scheme - Lay Assessors

 

Land and Environmental Services is aiming to increase the number of Lay Assessors, to improve the way in which we evaluate contractors who carry out roadworks.

Road Works

Glasgow’s roads can be a battleground with dozens of contractors working on them every day. Our roads are dug up in order to:

  • Maintain and repair them
  • Provide and maintain vital gas, water and electricity services to homes and businesses
  • To redevelop and improve the physical environment - for example Glasgow City Centre Public Realm Upgrading
  • To satisfy the explosion in demand for cable and high tech. telecommunications

About the Considerate Contractor Scheme

The scheme describes how roadworks performance is measured and judged, and helps and guides contractors towards achieving the required standard.

The Considerate Contractor Scheme will lead to improved safety and quality standards of roadworks in Glasgow. The scheme is based on best practice used elsewhere in the UK.

Glasgow's scheme  will be an integral part of Land and Environmental Services plans to improve Roads Maintenance and utilise public engagement in Glasgow.

Lay Assessors

One exciting new area we are actively pursuing is the use of volunteer members of the public as 'Lay Assessors' to help us measure contractors’ performance, and customer satisfaction.

If you become a Lay Assessor you will be able to contact Land and Environmental Services 24 hours a day to report poor work using the Roads and Lighting Faults (RALF) Freephone number 0800 37 36 35.

Anyone can become a Lay Assessor regardless of age, ethnic background or disability, subject to a minimum age of 14.

We are keen to involve as wide a range of people as possible.

Land and Environmental Services is always looking to increase the number of Lay Assessors. The aim of this is to improve the way in which we evaluate contractors who carry out roadworks in Glasgow and this in turn will help us to improve and monitor the service we provide. You might already be part of a local neighbourhood forum or similar group. It is important that we encourage as many volunteers as possible.

The Assessors will be regularly sent details of Road and Utilities’ planned works, from which they are invited to select and assess one or two sites each month, in their own neighbourhood.

Becoming A Lay Assessor

Do you have 2-3 hours to carry out site assessments, sending in completed monitor forms each month?

If so you can be a Lay Assessor.

If you are interested then complete and return the short volunteer application form. On receipt of your form we will invite you to a half day pre-training course where we will discuss the Considerate Contractor Scheme and the role of the Lay Assessor in more detail. This will take place at Glasgow City Chambers and a buffet lunch will be provided.

If after the pre-course you do not feel able to commit, there will be no obligation put on you to become a Lay Assessor. If you still wish to proceed, we will book you a further day’s training at Glasgow City Chambers.

Awards

At the end of every year there will be an Awards Ceremony where the highest scoring contractors will be awarded for their compliance to the code.

The Awards Ceremony is a very important part of the scheme, encouraging competition between the contractors and giving them the opportunity to gain a prestigious and well publicised award.

Contractors who have performed consistently well throughout the year are recognised at the ceremony.

The awards will be:

  • Gold
  • Merit
  • Most Improved

At the Ceremony the ‘Lay Assessor of the Year’ award will be presented to the most successful Lay Assessor.
