- Consider existing education provision in the City
- Review long term trends in attainment and achievement and identify particular areas for action
- Review key strategies at both Authority and school level to assess impact
- Consider the outcomes of previous Council Working
- Groups relevant to attainment and achievement
It must also identify key parameters that contribute to enhancing attainment and achievement including:
- Organisation of educational provision in the city
- Structure and content of the curriculum, with reference to equity, diversity, access and specialist schooling (e.g. sport, dance, vocational education)
- School environment
- Technology as a teaching and learning tool
- Additional support strategies for all pupils
- Partnership and inter-agency working
- Parental involvement and support for children’s learning
- Leadership of Head Teachers and senior staff
- Collegiate management and decision making
Organisation and time management
- Staff training, development and competencies
- Performance monitoring, evaluation and accountability
- Critically assess current policies on class size, the acquisition of core skills in literacy, numeracy and ICT and the impact of new developments in nurture classes, new learning communities and formative assessment technique
In addition it must:
- Consider issues that require corporate action by Council Services in order to improve engagement, attainment and achievement particularly the support of Social Work Services, Cultural & Leisure Services and Direct & Care Services whose complementary services can greatly enhance the attainment of young people
- Identify good practice in education in an urban and global context in order that this can be disseminated to all schools
- Identify targets for improvement, (where appropriate at Council and school level)
