City Centre Evacution

The Glasgow City Centre Evacuation Plan provides a comprehensive plan for the evacuation of all, or part of, the city centre in the event of a civil emergency, where it is considered that evacuation is necessary. This could include situations such as, although not limited to a natural disaster, severe weather, a collapsed or dangerous building, utilities failure, major fire or terrorist attack.

The Plan is a result of extensive work by Glasgow City Council, Strathclyde Police, NHS Greater Glasgow and Clyde, the Scottish Ambulance Service, Strathclyde Fire and Rescue, British Transport Police and a number of other partners such as SPT, transport operators and voluntary agencies.

The Plan ensures we have in place robust arrangements for a co-ordinated multi-agency response to a major emergency. It provises a structure that ensures everyone can work together to minimise loss of life and injury; as well as protecting the economic and social well-being of our businesses, residents and visitors.

City Centre Zone Map:

A key element of The Plan is the zone map which shows the city centre divided into 22 zones, which can be evacuated individually or in combination. Copies of the City Centre Zone Map can be downloaded below. If you live or work in the city, please familiarise yourself with the map by printing it and displaying it prominently.

The zoned area is bound by the M8 motorway to the north and west, High Street to the east and the River Clyde to the south. Should the plan ever be implemented, it is likely that only one or two of the zones would need to be evacuated, however the capability exists to evacuate additional zones if deemed necessary.

Glasgow Alert:

Another key feature of The Plan is the Glasgow Alert Scheme, which allows Strathclyde Police to communicate instantly with people who are registered to receive free text messages or emails - Glasgow Alert sign-up.

Appropriate assembly points have been identified for people leaving the city, transport arrangements have been made to move people on to rest centres. Special arrangements have been made for the evacuation of vulnerable people.

The public will be notified of the need to evacuate, through a variety of channels including media broadcasts and other communciation networks in the city centre.

Residents Help Required:

This notice should be displayed in a prominent place on the door or in the window of any building where the assistance of the Emergency Services is required within.

Building Empty and Secured:

Once you are sure a building has been completely cleared of people, this notice should be affixed to the main entrance/exit point of the building. This will prevent any time being wasted by the emergency services searching an empty building.

In addition to the zone map and evacuation notices, guidance notes for residents and businesses can also be downloaded below (to download, right click and select 'save as...'):
