As of 1st May 2006 it will become an offence to own and let property without being registered with the appropriate Local Authority.
This means landlords and their agents will have to register with the Council if they own or let houses in the area, and give a list of the addresses of all of the houses they let.
How to Apply
The Scottish Government has commissioned a national website which will allow landlords to register on-line. This website is located at:

Fees and Exemptions
The fees for registration have been set by the Scottish Ministers, across the whole of Scotland. These are £55 to register with the local authority in whose area you let property. If you have property in 3 local authority areas you will be required to pay the registration fee to each local authority. There is an additional fee of £11 for each property let.
Exemptions may apply under certain circumstances, and if you believe you are exempt then contact the registration Team for further information. There is also a 10% discount for applications made online. There are further discounts available for applications made online to more than one local authority area simultaneously. Legal Obligations
It should be stressed that Registration does not exempt landlords from their statutory obligations in relation to the condition of the houses, health and safety (including fire safety), and welfare of their tenants. Failure to comply with all legal requirements may affect the outcome of an application for registration or may result in registration being revoked.
Registration Confirmation Letters
The registration team are currently posting out confirmation letters. These documents need to be checked, amended if necessary, signed and returned to confirm that the information we hold about you and your properties is correct.
Decisions
Following receipt of the confirmation documents and the correct fee a decision on your application will be made. You will be notified of the decision in writing as soon as possible thereafter.
Public Register
Once an application is approved the contact details of the property will be available via an online public register. This register will also confirm whether or not a landlord has registered, if their home or business address is known.
