How to reduce your Council Tax Bill

You may get an exemption from your Council Tax and Scottish Water’s water and waste-water charges if certain conditions exist.

Council Tax Benefit

 

If you are a low earner, a pensioner or on benefits, and you rent or own your home, you may be entitled to claim Council Tax Benefit of up to 100%.

 

Council Tax Benefit will not pay Scottish Water's charges.  However, since 1 April 2006, Scottish Water's water and waste-water charges may be reduced for certain households that receive Council Tax Benefit.  Phone us on 0141 287 5050 for more details.

Exemptions

 

An ‘exemption’ means that you do not have to pay.

 

We can consider granting an exemption because of the condition of the property (for example, if no-one is living in the property because it is being refurbished) or because of the circumstances of the people living in it (for example, if they are all students).

 

We can backdate exemptions (that is, pay back Council Tax you have already paid) if we consider the claim to be valid.

 

Here are a few examples of circumstances in which we would grant an exemption.  A property where the people living in it are:

  • Under 18 years old
  • Full-time students
  • Severely mentally impaired, or 
  • The husband, wife or dependant of a student and are not British citizens and do not work for money or claim benefits.

A property that no-one is living in but which:

  • Has recently been built, or is having or has recently had structural work carried out to it
  • Is the responsibility of a person who is in care or receiving long-term care in hospital, or
  • Is unfurnished, or has been repossessed.

You may need to provide proof to support your claim.  You must continue to pay your Council Tax until we have assessed your claim.

Changes to your circumstances

 

You must tell us about any change that may affect the amount of Council Tax you have to pay.  You should tell us within 21 days of becoming aware of the change.

 

An example of a change you must tell us about is if another adult moves into your home and you are receiving a Single Person Council Tax Discount.

 

If you do not tell us about a change, you could be fined £50 for the first offence and £200 for each repeated offence.

 

If you are moving home, you must tell us as soon as possible so that we can make sure your Council Tax bill is correct.  We will need to know

  • the full address of the property you are moving into or out of,
  • the date you are moving in or out and
  • the name and address of
    • your solicitor (if you are buying or selling property) or
    • your landlord or letting agent (if you are renting).

Council Tax discounts and reductions


You may be entitled to financial help with paying your Council Tax depending on your circumstances and your income:

  • A 25% Single Person Discount applies if only one adult (a person aged 18 or over) lives in the home.
  • A 25% Status Discount applies if two or more adults live in the home and all but one of them qualifies for a Status Discount.

Who qualifies for Status Discounts?


Status Discounts are most usually awarded to:

  • Full-time students
  • Student nurses
  • Apprentices
  • People who have a severe mental illness, and
  • Long-term hospital patients.

A 10% Second Home Discount applies to properties which are furnished but are not your only or main home.  However, Scottish Water’s charges are not reduced.

 

A 50% Job Related Discount applies if:

  • The property is not your only or main home but must be lived in under the terms of your employment, or
  • You own or rent the property but you have a duty, under a contract, to live somewhere else.

Note: Scottish Water’s charges are not reduced.

Disabled Person’s Reduction

 

You can claim a Disabled Person’s Reduction if a disabled person uses a wheelchair in your home, if certain adaptations have been made to the home or if extra rooms are needed for the disabled person’s wellbeing.  Phone us on 0141 287 5050 for more details.

Energy Efficiency Rebate

 

Glasgow City Council has teamed up with the Energy Savings Scotland advice centre to offer a Council Tax Rebate when households carry out certain energy efficiency measures.

 

Households in Glasgow can receive a one-off Council Tax Rebate of either £65 where they arrange to have loft or cavity-wall insulation fitted or £90 where both are fitted.
