Housing Benefit and A2 Nationals

Housing Benefit and Homelessness Assistance for A2 Nationals

This page applies to you if you are an A2 national.

A2 nationals are people from Bulgaria and Romania.  Bulgaria and Romania joined the European Union on 1st January 2007.

The restrictions on A2 nationals are more limiting than those on A8 nationals: you can only work in the UK in certain sectors of the economy (such as agriculture); or you are considered to be ‘highly skilled migrant’; or are self employed.  You may also need to apply for an accession worker card and/ or registration certificate.  Your employer may also be required to apply for a work permit.

However, in general, if you are legally working and appropriately registered, and have been registered and working for three months or more, and are currently working for the employer named in that certificate, you should be treated as any other EU or EEA worker.  You enjoy the same rights as these workers and can:

As with A8 nationals, once you have been working legally in the UK for a period of 12 months with 30 days or less unemployment, you will have full rights of free movement.  You can then get a residence permit confirming you right to live and work in the UK.

Once you are eligible, you can claim Housing Benefit/Local Housing Allowance in the same way as any other city resident would.  To make a claim visit Glasgow City Council's Housing Benefit main page.

You are entitled to apply for housing association tenancies when you arrive in Glasgow, and can find out more information about registering on housing waiting lists here.
