NOTICE OF BY-ELECTION
GLASGOW CITY COUNCIL
ELECTION OF A COUNCILLOR
WARD 14 - DRUMCHAPEL/ANNIESLAND
A By-Election is to be held for the return of a Councillor for Ward 14 -
Drumchapel/Anniesland of Glasgow City Council.
NOMINATION PAPERS can be obtained from the Election Office (Basement), 235 George Street, Glasgow, G1 1QZ. This office is open for the issue and delivery of nomination papers on weekdays from 10am in the morning to 4pm in the afternoon.
Completed nomination papers MUST be delivered to the Returning Officer at the above address by 4pm on 13th April 2010.
If the By-Election is contested, voting will take place between the hours of 7.00am and 10.00pm on Thursday, 6th May 2010.
Any Elector may apply for a postal vote or proxy vote at this Election.
Applications to vote by post or to change or cancel an existing vote by proxy vote MUST reach the Electoral Registration Officer, 78 Queen Street, Glasgow, G1 3SR before 5pm on Tuesday 20th April 2010.
New applications to vote by proxy MUST reach the Electoral Registration Officer, 78 Queen Street, Glasgow, G1 3SR before 5pm on Tuesday 27th April 2010.
If as a result of a disability an elector becomes incapacitated after 5pm on Tuesday 27th April 2010 an application to vote by proxy due to that disability MUST reach the Electoral Registration Officer at the above address before 5pm on the day of the poll.

NOTE
(a) The attention of candidates and electors is drawn to the rules for filling up nomination papers and other provisions relating to nomination contained in Schedule 2 of the Scottish Local Government Election Rules.
(b) Every person guilty of a corrupt or illegal practice will, on conviction, be liable to the penalties imposed by the Scottish Local Government Election Rules.
(c) If the by-election is contested:
(i) the issuing of postal ballot papers will commence on or after 21st April 2010. Candidates and their agents are not entitled to be present at the issue of postal ballot papers but can attend the opening process. All postal votes will be issued (except where a postal voter applies in person for a replacement for a spoilt or lost postal ballot paper) will be made by First Class Post;
(ii) A postal ballot paper may be returned either (A) by post or by hand to the Returning Officer; or (B) by hand to the Presiding Officer at a polling station in the ward to which it relates; and
(iii) Any person intending to vote by post, who may be unable to deal timeously with a postal ballot paper under the foregoing arrangements, should consider applying instead for the appointment of a proxy.
