NOTICE OF BY-ELECTION

FOR THE

UK PARLIAMENT


ELECTION OF A MEMBER FOR THE GLASGOW EAST CONSTITUENCY

 


A By-Election is to be held for a Member to serve in the Parliament of the United Kingdom for the Glasgow East Constituency .

 

Nomination Papers may be obtained from the  Election Office, Glasgow City Council, Room 12 (Basement), 30 John Street, Glasgow, G1 1QZ between the hours of 10am and 4.00pm.

 

NOMINATION PAPERS may be delivered by a candidate, his/her proposer, seconder or his election agent(provided the agent's name and address have been previously given in writing to the Returning Officer or are so given at the time the paper is delivered) to the Returning Officer at Glasgow City Council, Room 33, 30 John Street, Glasgow G1 1QZ between the hours of 10am and 4pm on any day after the date of this notice(excluding Saturdays and Sundays) but not later than 4pm on Wednesday 9th July 2008.

A Person shall not be validly nominated unless the sum of £500 is deposited with the Returning Officer by 4pm on 9th July 2008.  The Returning Officer will only accept cash or a banker's draft.

If the Election is contested, the poll will take place between 7am and 10pm on Thursday, 24th July 2008.

 

Any Elector may apply for a postal or proxy vote at this Election.

 

Applications to vote by post or to change or cancel any existing postal or proxy votes MUST reach the Electoral Registration Officer, 78 Queen Street, Glasgow by 5.00 pm on Wednesday, 9th July 2008

New applications to vote by proxy must reach the Electoral Registration Officer, 78 Queen Street, Glasgow G1 3SR before 5pm on Wednesday 16th July 2008.

If as a result of a disability an elector becomes incapacitated after 5pm on Wednesday 16th July 2008 an application to vote by proxy due to that disability must reach the Electoral Registration Officer at the above address before 5pm on the day of the poll.

NOTES

 

If an election is contested:

(a) The issuing of postal ballot papers will commence on or after 14 July 2008 in compliance with the Representation of the People(Scotland) Regulations 2001.   Candidates and their agents are not entitled to be present at the issue of postal ballot papers but can attend the opening process.  All issues of postal votes will be sent by First Class Post , except where a postal voter applies in person for a replacement for a spoilt or lost ballot paper.

(b) A postal ballot paper may be returned either (i) by post or by hand to the Returning Officer or (ii) by hand to the Presiding Officer at a polling station in the constituency to which it relates.

(c) Any person intending to vote by post, who may be unable to deal timeously with a postal ballot paper under the foregoing arrangements, should consider applying instead for appointment of a proxy.
