Freedom of Information - Publication Scheme
In terms of the Freedom of Information (Scotland) Act 2002, all Scottish public authorities (including Glasgow City Council) must prepare and maintain a "publication scheme."
Publication schemes have to specify the classes of information which each authority publishes or intends to publish, specify how it publishes the information (or how it intends to do so), and indicate whether information is provided free or for a charge. All publication schemes require to be approved by the Scottish Information Commissioner, an independent official responsible for overseeing the operation of freedom of information in Scotland.
The scheme was submitted by the Council to the Scottish Information Commissioner on 27 February 2004 and following amendment was approved by the Commissioner on 1 June 2004. From 1st June, the Council has been obliged to publish information in accordance with the approved scheme. However, most of the information contained in the scheme was already available from the Council.
Lastly, it should be noted that the Licensing Board for the City of Glasgow and the City Assessor and Electoral Registration Officer are legally separate bodies from the City Council and therefore count as Scottish public authorities in their own right. Each body therefore has its own publication scheme. These schemes can be found as appendices to hard copies of the Council's own publication scheme, or alternatively, can be accessed using the links below. These schemes have also been approved by the Scottish Information Commissioner. An additional scheme for the Justice of the Peace Advisory Committee (which makes recommendations as to who should be appointed as a Justice of the Peace) has recently also been approved by the Commissioner and can be accessed below; this latest publication scheme will be added as as a further appendix to the Council's main publication scheme shortly.
