Q. Can I run the Contract Management Framework Tools from an Apple Macintosh computer?
A. No, the software was designed for Microsoft Windows based computers.
Q. Will the self assessment tool run on versions of Excel made prior to Excel 97?
A. No, due to the macro functionality within the tool, it will only run on versions of Excel 97 onwards.
Q. Will this Quarterly Return replace Supporting People, or other client team, reporting systems, already in place?
A. No, The system is designed to run alongside systems already in place.
Q. How do you calculate Whole Time Equivalent number of days where some of the days, for example Saturday and Sunday, only consist of 3.5 hours whereas Monday to Friday consists of seven hours per day (over a 35 hour week)?
A. Please direct all Whole Time Equivalent calculation queries to link commissioners in care teams, for example Addictions, Learning Disability etc.
Q. Calculations regarding staffing, sickness, absence etc. are based on a 35hr week. However Care Commission registration calculates staffing on the basis of a 40 hour week. How are the two connected?
A. The two are not connected. Calculations are based on contractual agreement with Glasgow City Council.
Q. Under Section Seven - Vacancies and Voids - when referring to accommodation, are you referring to the number of days that a flat has been vacant or the number of flats that have been vacant?
A. Number of void/vacant places at the end of the period, not the number of days that they have been void/vacant.
Q. How will the system differentiate between individual services for organisations who provide multiple projects?
A. Each service will complete a separate quarterly return so the information will be held and looked at on a service by service basis.
Q. Will the service user questionnaire only come in text form or will there be audio and graphic formats also?
A. An accessible version has been designed by Common Knowledge for Learning Disability. However it is anticipated that Care Managers will be the ones who use this and there will be no expectation that providers would necessarily use this.
Q. Care Commission registration drop down menu does not include care at home and will it allow for dual registration?
A. In the final version all Care Commission registration types will be included.
Q. Will Social Work introduce penalties to organisations for late returns?
A. There is no capacity to accommodate late returns - these will be considered as 'nil' returns and will be dealt with under contract monitoring arrangements.
Q. Our admin staff are based remotely from services and we now have quite a few projects in the west. Are you looking for service managers to complete these returns or does it not matter?
A. As long as the forms are completed for each service, it does not matter who in the organisation completes them, provided they have had proper instruction.
Q. Who actually completes the returns for example could one person complete returns for several projects?
A. Yes, one person could complete more than one return. It is not important who in the organisation completes the returns, as long as they have had proper instruction and the returns are completed accurately.
Q. Is there a time limit for completing each page of the document on line? My concern is that the people using it may not be computer literate and may take longer than those of us who use computers every day.
A. No, you can leave it and go back to it, time limits relate to period for submission = one month during which they can be completed.
Q. Regarding the Quarterly Return - What do I do if the main care group crosses adult services with learning disability and physical disability?
A. The primary care group should be selected. Contact link commissioner if in doubt.
Q. Will the individual services I manage require a quarterly return or the organisation as a whole?
A. Each service in your area will need to have an individual return completed.
Q. I am registered to manage two projects. Will I have to complete two returns? And will the passwords for each be issued to me?
A. Yes, each service will be required to complete a return. Each service will be issued with a discreet ID allowing you to complete a return for that particular service. Please contact your link commissioner for further information, or if you have not received your login details etc to allow you to login to the system.
Q. Is there space to enter data for dual service in one project?
A. No, the quarterly return should be completed on a service by service basis, with the services previously agreed with providers, so each service would have an individual return.
Q. Do we get feedback prior to completing the next quarter due?
A. Any feedback will be given via the Contract Monitoring process.
Q. How long will the duplication of submission of information to ourselves, the Care Commission and other regulatory bodies continue?
A. We want to minimise duplication and we are in discussions with the Care Commission to avoid unnecessary work for providers.
Q. If we are registered as two services such as care at home and housing support and provide a service to several client groups such as physical disability, elderly, learning disability, would we have to do a return for each client group within the two services?
A. A lead client group and a definition of a service will be agreed with care teams where appropriate.
Q. Our organisation provides services for a number of projects varying from Learning Disability to Alcohol and Drug Addiction. Some of these projects are Housing Support Services and various services are covered under "branches". Would we have to complete a return for each project or could we complete quarterly and annual returns by branches?
A. The quarterly return should be completed for each service but the annual return should be completed by branch for example for each branch registered with the Care Commission.
Q. If a care home is registered with the Care Commission for two services of equal priorities for example a Care Home split into two categories, 15 beds of frail elderly and 15 beds of young people. Which primary care group is to be selected?
A. To be determined in negotiation with care team commissioners.
Q. If a serious incident occurs in one quarter but is being investigated to establish whether it took place on site or not, should the inclusion be held back from the report till the outcome of the investigation?
A. Each incident should only be reported in one quarter so that it is not counted twice and should be reported in the quarter that it occurred.
Q. We do not have access to the internet, only e-mail in our company?
A. Will require to upgrade systems to access web-site.
Q. Will services funded by The Rough Sleepers initiative and those monitored through the Local Outcome Agreement be required to submit completed Provider Quarterly Returns and Self Assessment Returns as part of the CMF?
A. Yes, the Rough Sleepers Initiative funded projects should be included in the Contract Management Framework reporting.
