Local Code of Corporate Governance

Glasgow City Council is committed to deliver on five key objectives as below:

  • improving the efficiency and effectiveness of our services
  • increasing access to lifelong learning
  • making Glasgow a cleaner, safer city
  • building a prosperous city
  • improving health and wellbeing

To help ensure it achieves these objectives the Council has developed a number of policies to assist Councillors and staff develop and deliver services. Effectively this collection of policies constitutes a Local Code of Corporate Governance. The Code is a statement of the policies and procedures through which Glasgow City Council directs and controls its functions and how it interacts with the local community and other stakeholders.

 

The Council is committed to delivering its services in an economic, effective and efficient manner. It has well defined Committee Structures, which allow elected members to take policy, strategic and high level operational decisions and to take decisions on applications for planing permissions and a range of licences. These are supported by a range of Services and Arms Length External Organisations and partner relationships which have devolved decision making powers to deliver front line services to the people of Glasgow.

 

Councillors and Officers have very clearly defined roles and have to comply with their respective Codes of Conduct. The Council has processes defined which allow it to fulfil all its legal duties and to comply with any specific requirement of Government.

 

Amongst its core documents, the Council, its Services and associate organisations publish annual reports and other key papers setting out their policies, aims and objectives and these are backed up by relevant accounting policies which are published along with annual budgets.

 

The Local Code of Governance is made up of a range of documents held in a variety of locations on the Council’s website.  The various components of the Governance Framework of the Council are set out below and hyperlinks to allow users to view the full policy or procedure on the Council’s website are included.
