East End Local Development Strategy

Glasgow City Council has now published its spatial strategy to guide the regeneration of Glasgow’s East End. The strategy provides supplementary planning guidance and should be used in conjunction with the current City Plan and the emerging City Plan 2 (not yet adopted).
 

 

Local Development Strategies

 

The Glasgow City Plan proposed the development of a number of detailed Local Development Strategies (LDS) covering areas of the city, subject to major change, to provide more guidance and co-ordination than is possible through the City Plan itself. Local Development Strategies are used to formulate strategies to guide regeneration, including providing detailed planning policies and design guidance to deliver the Council vision for regeneration and future development.
 

 

East End Local Development Strategy

 

The LDS for the East End sets out the Council’s vision and detailed guidance for development in the East End. It has been prepared in a highly consultative manner – using some very innovative techniques – and takes explicit account of the opportunities presented to the area through the establishment of the Clyde Gateway Urban Regeneration Company, the investments likely through the strategic drainage plan and the M74/EERR programmes, and, perhaps most significantly the range of investments both directly and indirectly linked to the Commonwealth Games 2014 programme.
 
The LDS introduces the Council’s Vision for a modern 21st Century city district where regeneration will be a model of sustainable development addressing issues of population health, environmental quality, and meeting people’ needs. This statement reflects the outcomes of local consultation following the publication of the LDS Consultation Draft which was the subject of a Health Impact Assessment.   Details of this are available at Glasgow Centre for Population Health or at 0141 221 9439.
 

 

The LDS


Outlines the spatial strategy for the East End by reference to local regeneration zones and Development Framework Agreements Reviews the development policy principles in City Plan 1 as far as they affect the East End sets out a policy framework to give appropriate supplementary planning guidance with respect to;

  • Strategic infrastructure development
  • Urban design and spatial development
  • Sustainable development
  • Transportation
  • The requirement for detailed small area masterplans

 

These are set within the contexts of:

  1. Regeneration Zones Statements which the Council has developed to provide an overview of its vision for different parts of the LDS area.

  2. Development Frameworks & Masterplan Areas  within  which  the Council requires developers and property owners to come together to provide masterplans so that the strategy’s emphasis on place making, reconnection, integrated infrastructure and sustainable development can be delivered

 

These policy frameworks introduce 64 new policies which should now be regarded as supplementary to the City Plan. They became operational on 25th January 2008, the date the Council’s Executive Committee approved the new planning strategy. These new policies will be regarded as being a “material consideration” when the Council considers planning applications.
 

 

Consultation

 

The Council carried out extensive consultation during 2007 and continues to work with and support local community groups. New initiatives are being explored to enable local people to participate in the development process. The Health Impact Assessment carried out in 2007 established a baseline which will be used to monitor the effectiveness of regeneration in addressing issues such as population health, quality of greenspace and the outdoor environment and the connectivity of movement networks.
 

The Council will expect development proposals to contribute to best practice in place making and will encourage all parties involved in the LDS area to make a positive contribution to its Vision for East End, building on the Council’s commitment to public sector investment and the unique local opportunity provided by the City’s successful bid to host the Commonwealth Games in 2014.
