Social Care Charging Policy now available
The Council provides services via direct and purchased provision. In 2010/11, approximately 64.3% or £386 million of the Council's social work budget was spent on purchased services.
Glasgow Social Work Services has a three year Commissioning Strategy 2009/2011 which identified how purchased social care services support Social Work strategic objectives. An updated Commissioning Strategy for 2012 onwards is currently in development.
The Council has an obligation to ensure that the organisations / companies providing services are, where relevant, registered with the Care Inspectorate, have been assessed as suitable to provide such services, and are thereafter included on the Council's Social Work Services Restricted Standing List of accredited providers.
Given the ever changing nature of social care, the Council is often required to undertake purchasing or commissioning exercises to achieve best value. This is achieved through tendering exercises which result in the award of a contract for the service provision.
Contracts protect the Council, the service user and the service provider and are a clear agreement on the quality of service expected.
All services require to be monitored to ensure acceptable and adequate service provision therefore the Council's Social Work Services have in place a Contract Management Framework which covers all commissioned services.
As part of an ongoing strategy of communication and involvement with providers, Glasgow City Council Social Work Service have established regular meetings with the Social Care Ideas Factory (SCIF).
Social Care Ideas Factory exists to identify, represent, promote and safeguard the interests of voluntary organisations, private care companies and registered social landlords providing social care in Glasgow, in order that they can maximise the support they offer to the people who use their services.
Providers Events are also arranged in conjunction with the Social Care Ideas Factory.
Following a commitment made at the Social Care for the Future Briefing held in November, Social Work Services published a series of Maps which identify the spread and type of purchased services in Glasgow. It is hoped that this information will be of use to Providers in any future collaborative exercises. Glasgow City Council, Social Work Services wish to commission a high quality service to provide an assertive Rough Sleepers / Complex Needs Support Service for people experiencing homelessness and /or rough sleeping in Glasgow. This service will replace existing provision therefore TUPE may apply.
