Children's Panel

For over 30 years the children’s hearing system has been operating in Scotland. It was first introduced in April 1971 when the hearings took over from the courts most of the responsibility for dealing with children under 16 in need of care or protection or who commit offences.

Information on what happens at a Children's Panel hearing is available.

Children's Panel Advisory Committee

The Children's Panel Advisory Committee (CPAC) has a key role to play in the operation of Scotland’s unique Children’s Hearings system, which relies on the commitment of volunteers – such as CPAC members – in helping to support vulnerable children and young people under 16 who are in need of care and protection and/or who have offended.

CPACs and their sub-committees act on behalf of the local authority in recommending panel members for appointment, assessing and observing panel members’ performance.  The CPAC also provides advice to Scottish Ministers on matters relating to the general administration of Children’s Panels.
