Modernising Government Fund

 

The Modernising Government Fund has helped Glasgow City Council to take forward its e-Government plans. 

Access Glasgow is an initiative which aims to improve public service delivery within the City and open up the Information Age to its citizens.   Access Glasgow Board Members are the Council, NHS Greater Glasgow, Scottish Enterprise Glasgow, Strathclyde Police and Fire Brigade, The Mungo Foundation (formerly the Archdiocese of Glasgow), HP, SX3, OLM, Microsoft, First October and DA Group.  A large number of other organisations in the public, private, voluntary and education sectors also contribute to this work both in cash and in kind.

 

Bidders to the Modernising Government Fund (MGF) are required to contribute at least 25% of the cost from their own resources.   At Glasgow City Council, we are so committed to the principles of the Access Glasgow vision that we exceed this by contributing approximately 75% of the funding for the projects with the remaining 25% coming from MGF and our partners.

 

MGF1

 

A successful bid to the first round of the Modernising Government Fund (MGF1) assisted the Council and our partners to take forward the first projects of Access Glasgow.

 

The Council as lead bidder in MGF1 received £2m to undertake a programme of projects which aimed to deliver real impacts on services and lives while trialling new technologies. The outline bid document described the early vision for Access Glasgow which is the basis for our approach to e-Government as developed in the e-Government strategy "creating a 21st Century City".

MGF2

 

In February 2002, the Council together with  NHS Greater Glasgow made a bid to the second round of the Modernising Government Fund aiming to take forward projects relating to care of the elderly and children.

 

Integrated Care Services for the Elderly - electronic single assessment framework supporting joint working arrangements, develop the Citizen Account approach to services for the elderly, share data between core systems of participating agencies and define technical and data standards.

 

Integrated Children’s Services – a proof of concept for a Child Account integrating multi-agency services and further development of strategic objectives relating to healthy lifestyle. Initially the Child Account work will concentrate on those who are looked after and accommodated but with a view to encompassing all Glasgow’s children and with the potential for roll-out to other local authorities.

 

The bids were taken forward into the final bidding stage as part of the national eCare programme and projects are in progress.

Glasgow Young Scot

 

Glasgow was one of 3 pilot areas for the national Young Scot and Dialogue Youth project.   Funding from both rounds of MGF has helped us to set up our successful Glasgow Young Scot initiative which has delivered a variety of benefits to over 25,000 young people in the City who have chosen to take up the smartcard.   Read more.....
