You will have to fill these in and send them to the Council at the address stated on the forms until the Council's on-line system is available.
Make sure you use the correct Notes for Guidance for each different type of application. Otherwise, you might not complete the forms satisfactorily and your application will be delayed.

Planning Application
Use the Planning Application form when you are applying for any type of planning permission. Make sure you read the Notes for Guidance and that you have downloaded all the separate documentation required (Notice to Owners of Application Site or to Tenants of Agricultural Holdings and Notice to Neighbours). The Notes for Guidance detail everything you should have.
Listed Building/Conservation Area Consent
Use the Listed Building/Conservation Area Consent form when you are applying for works on a listed building or for demolition of unlisted building within Conservation Areas. Make sure you read the Notes for Guidance for Listed Building/Conservation Area Consents. There are also three forms for notification to owners of part or all of the application site. Where all the owners are known you should use form LBC 2.1, where some of the owners are not known you should use form LBC 3.1 and where none of the owners are known you should use form LBC 4.1
Express Consent to Display Advertisements
Use the Express Consent to Display Advertisements form when you are applying for permission to display an advertisement. Make sure you read Notes for Guidance.
Certificates of Existing Lawful Use
Use the Certificate of Lawfulness for Existing Use or Operation or Activity in Breach of a Planning Condition form when you are applying for a formal consent for an existing use or development, or if you want a formal consent rather than a letter from the Council for works that you think might be “Permitted Development” i.e. works, which have been granted planning permission by central government. The Council can help clarify these for you. Make sure you read the relevant Notes for Guidance.
Certificate of Proposed Lawfulness
Use the Certificate of Lawfulness for a Proposed Use or Development form when you are applying to see whether what you are proposing is lawful i.e. it is in accordance with an existing planning permission or is immune from any enforcement action the Council may wish to pursue. Make sure you read the relevant Notes for Guidance.
Prior Approval - Demolition
Use the Determination as to Whether Prior Approval is required for Demolition form when you are trying to find out whether prior approval is required, from the Council, for demolition of houses or flats. Make sure you read the relevant Notes for Guidance.
Prior Approval - Not Demolition
Use the Determination as to Whether Prior Approval is required (Not Demolition) form when you are trying to find out whether prior approval is required, from the Council, for various other specified works including works by a gas or electricity supplier, or the development or alteration of toll road, farm or forestry buildings.
