What is it?

The 'Calton Barras Action Plan' (CBAP) was approved by the Council's Executive Committee on 27 September 2012 and aims to help regenerate the Barras and Calton areas, widely felt to have been 'forgotten' by neighbouring regeneration schemes.

A key objective of the CBAP is to create an attractive and well-connected neighbourhood with a distinctive and vibrant Barras Market at its core. All projects below were identified in the Action Plan and through extensive community consultation:

Ongoing Projects

Calton Barras : Masterplan
A masterplan has been identified as crucial for the area, to help rationalise land use, identify risks and opportunities and to encourage development and investment. Development and Regeneration Services are taking this forward and have drafted a brief for the Masterplan.

Bain Square : Proposals
As part of the Calton Barras Action Plan, the Council is proposing improvements to Bain Square, a key open space in front of the former St Luke's Church, 17 Bain Street, Calton G40 2LA. It aims to address some of the comments received during the consultation event on 13 November 2014 by increasing the area of hard landscaping in front of the Church and reducing the amount grass to create a flexible event space. There is scope to introduce some form of art work to reflect the character of the area (this could be engraving the stone blocks or creating an archway) however this will be carried out as a separate project at a later date.

It is intended to submit the planning application on 08 December 2014 to meet the required timescale of appointing a contractor by end of March 2015.

Barras : Vacant Floor Space Grant
There is a significant amount of vacant and underused floor space (including upper floors) in the Barras area which could be brought back into viable use to meet the growing demand for workshop space and assist in promoting the market as a hub for the creative industries, craftspeople and makers, recycling and furniture restoration etc.

The Barras Vacant and Underused grant scheme was launched on the on 3 March 2014. It was structured as a competitive grant scheme scored against the following criteria:

  • Impact on vitality of Barras market area
  • Impact on visual appearance of Barras market area
  • Jobs/training places created
  • Deliverability
  • Leverage

The grant scheme, which is now closed to new applicants, has resulted in seven offers of 'grant in principle' to properties at key locations in the Barras market area.

Completed Projects

These included a number of early actions to improve routes to the east end and the Commonwealth Games venues:

  • Barrowland Park/Schipka Pass
    Development and Regeneration Services, Land and Environmental Services and Glasgow Life worked together to deliver a temporary open space on the derelict site bounded by Gallowgate, Moir Street and London Road.
  • London Road/Greendyke Square
    The public realm and road realignments works are now complete.
  • Barras Shop-front Improvement Scheme
    Over 70 shop-fronts were upgraded through this grant scheme creating a positive impact on the appearance of key routes through the area.
  • Spaces on Route to the Games
    This included improvements to open spaces on key routes, such as the Gallowgate and London Road. To date, environmental improvement works have been carried out to Morris Place, St James pitch, the frontage of the car park at Spoutmouth and Monteith Row. An arts project, commissioned through Glasgow Life and Velocity, has delivered workshops, temporary art work and permanent art installations along London Road.

Members of Calton Barras Action Plan

A community group comprised of residents, shop keepers and stakeholders based in this historic area. The group is working towards constitution and charitable status, and will act as a discussion forum for issues affecting the area, brought forward by working groups such as Barras Futures (formerly Barras Clean and Safe Group), Calton Matrix, Calton Area Association, Barras Trust and Barras Shopkeepers Group.

The group will be actively involved throughout the implementation of the Calton Barras Action Plan, will pursue charitable funding relevant to the area and will identify and deliver its own projects.
